Facing the new situation, we adjusted our work ideas, focused on strengthening township trade unions, safeguarded the legitimate rights and interests of migrant workers, and achieved some results.

1. Assemble a strong team to provide organizational guarantee for the work of township trade unions. Having a strong team of township trade unions is the key to promoting the work of township trade unions.

To this end, we took the initiative to cooperate with relevant departments, strictly controlled the staffing of the team, and established a team of township trade union cadres with high quality.

(1) Make timely adjustments and equipment.

Due to frequent personnel changes in townships, whenever there is a vacancy in the township trade union chairman due to personnel adjustments, we promptly report it to the organization department of the county party committee and we are promptly equipped.

Since the chairmen of the township trade unions are all part-time, in order to ensure that the work is not affected, we require each township to be equipped with a trade union officer. The county federation of trade unions actively participates in the recommendation and examination, and tries to make sure that the workers have a strong sense of responsibility, love the work of the trade union, and have a certain organization.

Comrades with management skills are assigned to the trade union team.

In particular, we have put forward the "four clarifications" requirements for candidates for trade union cadres in model towns, that is, they must be cadres at the deputy section level or above, their job responsibilities must be clear, trade union work is the focus, and they must not be adjusted at will due to special circumstances.

Due to our strict control, these towns and villages were able to implement the requirements as required when selecting trade union specialists.

After the dedicated officers assigned by Wuli Township, Xiaping Township, and Yanzi Township took office, they worked hard, remained unknown, were proactive and dedicated, and were well received by the majority of employees.

Due to the effective trade union cadres, the trade union work in these towns and villages has always been more proactive.

In 2007, the Organization Department of the County Party Committee and the County Federation of Trade Unions jointly issued the "Notice on Further Strengthening the Management of Trade Union Cadres", which brought the chairmen and vice-chairmen of the township trade unions in our county into the unified management of the Organization Department of the County Party Committee and the County Federation of Trade Unions, achieving a unified management with the Party

The political and deputy positions are assessed together and equipped at the same time, which lays the foundation for township work.

(2) Pay attention to on-the-job training and improve the professional quality of township trade union cadres.

Party and government cadres at the township level come from different departments or industries. Since they have rarely been involved in trade union work before, a considerable number of cadres feel inadequate after serving as union chairmen.

Based on this situation, we have listed the training of grassroots trade union cadres as an important task.

Organize training courses for township trade union cadres to provide them with knowledge of laws and regulations such as the Trade Union Charter and Trade Union Law, strengthen their awareness of responsibilities, and improve their ability to carry out trade union work in accordance with the law.

The majority of trade union cadres believe that trade union work is rich in connotation, and there is a big difference between learning and not learning. It not only enhances their theoretical and professional qualities, but also stimulates their work enthusiasm and innovation consciousness, which effectively promotes the development of work.

For example, after we arranged for Wuli Township Trade Union Chairman Comrade Chen Jianhua to participate in the provincial trade union cadre training, he deepened his understanding of trade union work under the new situation. When he returned to the township, he promptly reported to the township party committee and readjusted the plan for the township trade union work.

In view of the actual work of township trade unions, he took the lead in formulating at the township level in the county the "Implementation Plan of the Wuli Township United Trade Union on Creating "Employee Homes"" and the "Wuli Township United Trade Union on the Extensive "Double Love" in Enterprises and Institutions

The trade union work in Wuli Township has been reported in "Enshi Daily", "Hefeng Vision", "Hefeng News Network", and the "Trade Union Briefing" of the County Federation of Trade Unions, setting a good example for the work of the township trade unions in the county

2. Improve the mechanism and create a good working environment for township trade unions. As the importance of the work of township trade unions continues to emerge, and the higher-level trade unions have increased their efforts in the work of township trade unions, we feel that we can only rely on running a few points and relying on a few trade union cadres.

It is far from enough. To promote trade union work as a whole and adapt to the requirements of the new situation, we must also start from the mechanism to create a good environment for better carrying out township trade union work.

Actively strive for the leadership and support of the party committee and government.

In the past few years, the Standing Committee of the County Party Committee and the County People's Government have listened to reports from the County Federation of Trade Unions, organized and convened many meetings to study the work of the trade union, and issued "Minutes" for the work of the trade union.

In the minutes of the joint meeting the year before last, the focus was on solving the funding difficulties of township unions, and it was stipulated that starting from 2008, each township must include union funds in the fiscal budget of the same level.

All townships and towns also follow this approach, and the township trade unions and township governments hold a joint meeting once a year.

Through these measures, the township trade unions have straightened out their relationships and smoothed their channels, so that various key tasks can be better implemented.

3. Improve measures to provide all-round services for township trade union work. In order to further consolidate the foundation of township trade union work, we have also conducted useful explorations in service channels and methods, and achieved significant results.

(1) Establish and improve a strong work responsibility system.

In recent years, in addition to the Organization Department of the county party committee including the work of township trade unions in the party-building assessment, the county federation of trade unions has also implemented responsibility management of township joint unions.

For example, it is required that the township joint union must have an office location, work responsibilities, various rosters, activity records, and activity funds; software construction, such as organizational publicity, production and life, female workers, finance, etc., are clearly stipulated.

In order to implement the signed responsibility system, the leaders in charge of the County Federation of Trade Unions have visited various towns and villages several times this year alone to conduct inspections and supervision.

In December last year, we went from town to town again, inspecting and scoring each item according to the requirements of the responsibility system, and giving notifications based on the inspection results to ensure that the work was not a formality or a formality.
