If the owners of the house maintenance fund do not agree to use it, they can hold a meeting of all owners to form a resolution of the owners' meeting. If more than two-thirds of the owners agree to use the maintenance fund, the resolution of the owners' meeting shall be publicized in the society for five days.

Article 22 of the Measures for the Administration of Special Maintenance Funds for Houses: Before the special maintenance funds for houses are transferred to the owners' meeting for management, the following procedures shall be followed:
(1) Property service enterprises put forward suggestions for use according to maintenance, renewal and renovation projects; if there is no property service enterprise, the relevant owners will put forward suggestions for use;
(2) Owners whose exclusive part accounts for more than 2/3 of the total building area and accounts for more than 2/3 of the total number within the scope of special maintenance funds for houses discuss and adopt suggestions for use;
(3) the realty service enterprise or relevant owners organize the implementation of the use plan;
(4) The realty service enterprise or related industries shall host relevant materials and apply to the competent construction department of the local municipality, city or county people's government for expenses. Among them, those who use the special maintenance funds for public housing shall apply to the department responsible for managing the special maintenance funds for public housing.
