During the period of 1988-92, Mr. Hua was in charge of Colombia's economic work, assisted the government in making economic restructuring plans, restored the confidence of international creditor banks, and continued to provide financing to the country. The editorial of Time, the largest newspaper in Colombia, spoke highly of Mr. Hua's report on Colombia's economic development.
From the beginning of 1992, the World Bank sent Mr. Hua to Beijing, China, to take charge of economic work for five and a half years. During this period, he extensively participated in the discussion of Chinese mainland's economic development and economic reform plan, and made many suggestions for China's macroeconomic situation and economic reform plan, which were published in People's Daily and other important media. His macroeconomic works were included in the book "Soft Landing of China Economy" published in 1997, which won the China National Book Award in 1998.
During the period of 1997-98, the East Asian economy was hit hard by the financial storm. In addition to continuing to be responsible for China's economic affairs, Mr. Hua also actively participated in the economic recovery plan proposed by the World Bank for East Asian countries. During the period of 1999-200 1, Mr. Hua had the honor of being the foreign economic adviser to the governor of Guangdong Province in China, and made suggestions for the economic development of Guangdong Province.
Mr. Hua returned to Taiwan Province Province to study industrial policy on 1987. At this time, Taiwan Province Province is facing the dilemma of economic transformation and the impact of the sharp depreciation of the new Taiwan dollar. Mr. Hua suggested that the industrial authorities should redesign the industrial policy framework aimed at industrial upgrading, replace the Regulations on Encouraging Investment with the Regulations on Promoting Industrial Upgrading, and lead its preliminary design work. In his early years, Mr. Hua was engaged in economic research in well-known academic institutions such as Cornell University, National Economic Research Institute and Stanford Research Institute. His pioneering research on American monthly econometric model has attracted academic attention. Mr. Hua has published many academic papers, policy reports and professional works.
