The competent units of the China Teacher Development Foundation are the People's Republic of China and the Ministry of Education.

The first chairman of the foundation is Comrade Wang Zhen, former vice president of the country.

Later, Comrade Qian Zhengying, former vice chairman of the National Committee of the Chinese People's Political Consultative Conference, served as chairman.

The current chairman is Comrade Ma Li.

As a department-level agency directly under the Ministry of Education, the Foundation Secretariat is responsible for the daily affairs of the Foundation under the leadership of the Board of Directors.
