The funded unit shall include the projects funded by the Science Fund in the key scientific research plan of the unit, designate special departments and special persons to be responsible for the management, and ensure the implementation of the plan, conditions, financial management and conclusion evaluation of the projects funded by the Science Fund. Units with more projects funded by the Science Fund may formulate management rules according to these measures and report to the Comprehensive Planning Bureau of the Science Fund Committee (hereinafter referred to as the Planning Bureau) for the record;
3. The person in charge of the project is fully responsible for the plan implementation, fund use and project summary of the projects funded by the National Science Foundation. Article 3 These Measures are the basis for the management of free application projects, youth science fund projects, regional science fund projects and high-tech new concepts and ideas exploration projects. The relevant departments, funded units and project leaders of NSFC should strictly implement it. Chapter II Implementation of the Plan Article 4 The person in charge of the project shall, within one month after receiving the approval notice of the project funded by the National Natural Science Foundation, carefully fill in the research plan of the project funded by the National Natural Science Foundation on the basis of the application and according to the approval notice, and submit it to the counterpart science department of the National Natural Science Foundation for approval (one copy) as the basis for funding and investigation. After review, if there are different opinions, the Science Department shall notify the project leader and his unit within one and a half months after receiving the plan. Projects that fail to report within the time limit and do not explain the reasons within the prescribed time limit will be automatically abandoned. Article 5 During the implementation of the research plan, the project team is encouraged to innovate the research work. In case of any change, such as lowering the predetermined target, reducing the research content, suspending the implementation of the plan, completing the project ahead of schedule or prolonging the service life, the project leader shall submit a report, which shall be reviewed and signed by the subordinate unit and submitted to the counterpart science department for approval. Article 6 The project leader with senior professional and technical positions and the main members of the project team must remain stable. If it is really necessary to change, it shall be submitted for approval or filing in accordance with the following provisions:
1. The project leader can continue to be the project leader after the transfer-out and transfer-in units coordinate and agree, and complete the project research in the original unit. The project leader will submit a report, which will be signed by both parties and submitted to the counterpart science department for the record; If the transfer-in unit has the conditions, the project can also be transferred to the transfer-in unit to continue the research, and the project leader will submit a report, which will be signed by both parties and submitted to the counterpart science department for approval.
2. The person in charge of the project is generally not allowed to act as an agent or change. In case of special circumstances (such as going abroad, taking sick leave, etc.). ), who has left the company for more than half a year but less than one year, shall be arranged by the unit to be represented by a suitable person and reported to the counterpart science department of China Science Foundation Committee for the record; If you leave for more than one year or leave without authorization, you must change the appropriate project leader, and the unit you work for will report it to the counterpart science department for approval, and attach the resume, academic level and research ability of the replacement. If there is no suitable candidate to replace it, it shall be handled according to the suspension plan;
3. The project leader of the Youth Science Fund shall not act as an agent or replace it. Vacation for more than half a year and less than one year, reported to the unit and the counterpart science department for the record; For more than one year, it shall be handled according to the suspension plan;
4. In order to ensure the smooth progress of the research work of funded projects, the main members of the project team are generally not allowed to quit. If it is really necessary to quit because of going abroad, transferring, taking sick leave, etc. (more than one year), it shall be handled in accordance with the procedures in the second paragraph of this article. Article 8 During the implementation of the research plan, the person in charge of the project shall fill in the Annual Progress Report of Projects Supported by the National Natural Science Foundation every year (hereinafter referred to as the progress report) and submit it to the unit where he works. On the basis of inspection and evaluation, the subordinate unit shall sign opinions on the progress report in combination with the actual situation, and send a copy to the counterpart science department before June 65438+1October 65438+May of the following year. Regional science funds and jointly funded projects, and submit matching funds to the competent authorities. Article 9 Each year, the funded entity shall make a comprehensive, statistical and analysis on the implementation and management of the projects funded by the National Science Foundation of China, fill in the Annual Report on the Management of Projects Supported by the National Natural Science Foundation (hereinafter referred to as the Management Report), and send a copy to the Planning Bureau before June 65438+1October 15 of the following year. Tenth, the "progress report" is not submitted, or there is no progress in the work, or the funds are improperly used and the funds are slowly disbursed. According to the regulations, correct and supplement the report before the end of March, and supplement it in the second half of the year; If no correction or supplementary report is made within the time limit, the funding will be suspended.
