Article 10 Scientific and technical personnel of supporting units may apply for the support of the National Natural Science Foundation if they meet the following conditions: (1) They have undertaken basic research projects or have other basic research experiences; (two) two scientific and technical personnel with senior professional and technical positions (titles) or doctoral degrees, or with senior professional and technical positions (titles) in the same research field. Scientific and technical personnel engaged in basic research who meet the conditions specified in the preceding paragraph, have no work units or work units that are not supporting units, may apply for funding from the National Natural Science Foundation in accordance with the provisions of these Regulations after consultation with the supporting units registered in the fund management institutions and with the consent of the supporting units. Relying units shall regard them as scientific and technological personnel of their own units and implement effective management in accordance with the provisions of these regulations. The applicant shall be the person in charge of the project funded by the application fund. Article 11 An applicant applying for the support of the National Natural Science Foundation shall determine the research project according to the annual fund project guide, and submit a written application to the fund management institution through the supporting unit within the prescribed time limit. When applying for the support of the National Natural Science Foundation of China, the applicant shall submit materials that prove that the applicant meets the conditions stipulated in Article 10 of these regulations; If the annual fund project guide has special requirements for the applicant, the applicant shall also submit supporting materials that meet the requirements. If the research content of the project for which the applicant applies for fund support has obtained other funding, the funding situation shall be explained in the application materials. The applicant shall be responsible for the authenticity of the application materials submitted. Article 12 The fund management institution shall complete the preliminary examination of the application materials within 45 days from the deadline for applying for fund-funded projects. In accordance with the provisions of these regulations, it shall be accepted, and the basic information of the applicant and the name of the supporting unit and the name of the project applying for fund support shall be announced. In any of the following circumstances, it will not be accepted, and the applicant will be notified in writing through the supporting unit, explaining the reasons: (1) the applicant does not meet the conditions stipulated in these regulations; (two) the application materials do not meet the requirements of the annual fund project guide; (3) The number of funded projects applied by the applicant exceeds the number stipulated by the fund management institution. Article 13 A fund management institution shall employ peer experts with high academic level and good professional ethics to review the applications for fund-funded projects. The specific measures for hiring evaluation experts shall be formulated by the fund management institution. Article 14 The fund management institution shall first randomly select more than 3 experts from the peer expert database for communication review, and then organize experts to conduct meeting review; Due to the special needs of national economic and social development or other special circumstances, the temporary application for fund-funded projects can only be reviewed by communication or meeting. If the evaluation experts think it is difficult to make academic judgment or have no energy to evaluate the application for fund-funded projects arranged by the fund management institution, they shall promptly inform the fund management institution; The fund management institution shall, in accordance with the provisions of these regulations, select other evaluation experts for evaluation. Fifteenth evaluation experts shall independently judge and evaluate the application for funded projects from the aspects of scientific value, innovation, social impact and feasibility of the research scheme, and put forward evaluation opinions. The evaluation experts shall put forward evaluation opinions on the application of fund-supported projects, and shall also consider the research experience of the applicant and the participants, the rationality of the use plan of fund-supported funds, the fact that the research content has obtained other funds, the fact that the applicant has implemented the fund-supported projects and the necessity of continuing funding. The review opinions put forward by the meeting review shall be voted. Article 16 Most experts in communication review think that it should not be funded, but the projects that apply for funding from the Innovation Fund can be reviewed at the meeting after being signed by two experts attending the meeting. However, except for the temporary application for fund-supported projects due to special needs or special circumstances as stipulated in Article 14 of these regulations. The fund management institution shall publish the recommendation opinions of the evaluation experts. Article 17 The fund management institution shall decide the research projects to be funded according to the provisions of these Regulations and the evaluation opinions put forward by experts. The fund management institution shall not deny the evaluation opinions of experts on the grounds that they are different from the academic opinions of the evaluation experts. If the fund management institution decides to grant funding, it shall promptly notify the applicant and the supporting unit in writing, and announce the basic information of the applicant, the name of the supporting unit, the name of the project to be funded and the amount to be funded. If it decides not to grant funding, it shall promptly notify the applicant and the supporting unit in writing and explain the reasons. The fund management institution shall sort out the expert review opinions and provide them to the applicant. Article 18 If an applicant refuses to accept the decision made by the fund management institution not to accept or grant funding, he may submit a written review request to the fund management institution within 05 days from the date of receiving the notice. If there are different opinions on the academic judgment of the evaluation experts, it shall not be used as a reason for requesting a review. The fund management institution shall complete the examination of the applicant's application within 60 days from the date of receiving the application. If the original decision is considered to be in compliance with the provisions of these regulations, it shall be maintained and the applicant shall be notified in writing; If the original decision is not in conformity with the provisions of these Regulations, the original decision shall be revoked, and the applicant's fund-funded project shall apply to organize the review experts to re-evaluate and make a decision, and notify the applicant and the supporting unit in writing. Article 19 In the evaluation of fund-funded projects, the staff and evaluation experts of the fund management institution shall apply for withdrawal under any of the following circumstances: (1) The staff and evaluation experts of the fund management institution are close relatives of the applicant and participants, or have other relations with the applicant and participants that may affect the fair evaluation; (2) The funded projects applied by the evaluation experts themselves are the same as or similar to those applied by the applicants; (3) The evaluation experts belong to the same legal entity as the applicants and participants. According to the application, the fund management institution makes a decision on whether to withdraw after examination; You can also make an exit decision directly without applying. Applicants for funded projects can provide the fund management institution with a list of no more than 3 experts who are not suitable for evaluating their applications, and the fund management institution will consider the selection of experts according to the actual situation. Article 20 The staff of a fund management institution shall not apply for or participate in the support of the National Natural Science Foundation, and shall not interfere with the evaluation work of evaluation experts. The staff of fund management institutions and evaluation experts shall not disclose the basic information, evaluation opinions, evaluation results and other information related to the evaluation of undisclosed evaluation experts.
