When buying a new house, property buyers can give the maintenance fund to the developer, who will pay for it. When paying the maintenance fund by itself, the public maintenance fund needs to issue a payment voucher for the public maintenance fund at the real estate trading center, and needs to carry the real estate license, a copy of the owner's ID card, a copy of the payer's ID card and the original, and then pay the fee at the designated bank.
The purpose of the public maintenance fund:
1, general * * * facilities: * * facilities are used by everyone and are easily damaged in daily life. General facilities include elevators, antennas, street lamps, lighting, fire-fighting facilities, green spaces, roads, ditches, pools, wells, non-operating parking garages, public cultural and sports facilities, garbage bins, garbage passages, septic tanks, smoke exhaust passages, pumps, water tanks, mailboxes, lightning protection devices, fire-fighting equipment, fire hydrants, drainage pipes and inspection wells.
2. General * * * use parts: Common parts refer to the common parts of buildings, which are used by everyone every day or by two houses. General facilities include: basic structural parts such as foundation, load-bearing wall, column, beam, floor, roof, outdoor wall, public transportation parts such as corridors, stairs, foyer, lobby, refuge floor, equipment floor or computer room;
3. Well section: The well section is very complex, with many parts in it and high frequency of daily use. Car frame, car replacement, control box overload device, safety tongs, automatic door mechanism, car door safety contact plate replacement, portal crane guide rail, deformed and damaged parts replacement guide shoe: traction wire rope replacement as a whole, all replacement, guide shoe buffer counterweight replacement: buffer spring or piston replacement.
To sum up, the housing maintenance fund is specially used for the maintenance, renewal and transformation of the same parts, equipment and public facilities in the property management area after the expiration of the property warranty period, and shall not be used for other purposes.

Article 63 of the Regulations on Property Management
In violation of the provisions of these regulations, any of the following acts shall be ordered by the real estate administrative department of the local people's government at or above the county level to make corrections within a time limit, given a warning and fined in accordance with the provisions of the second paragraph of this article. The proceeds will be used for the maintenance of the parts and facilities of the property within the property management area, and the rest will be used according to the decision of the owners' meeting;
(a) unauthorized changes in the property management area in accordance with the planning and construction of public buildings and facilities;
(two) unauthorized occupation and excavation of roads and sites within the property management area, which harms the interests of the owners;
(three) unauthorized use of property * * * with parts, * * with facilities and equipment for business.
