Gao Mingxuan is the only scholar who participated in the formulation of the first criminal code from beginning to end. Since then, the revision of the criminal code, the introduction of some criminal legislative interpretations and criminal judicial interpretations all contain his wisdom, painstaking efforts and dreams of pursuing the rule of law. From 65438 to 0954, Gao Mingxuan began to work in the criminal law drafting group, which lasted for 25 years, and * * * drafted 38 drafts, and the criminal law was officially promulgated and passed in 1979. Set up a legal development fund

From June 5 to February 28, 2002, the Gao Mingxuan Criminal Law Development Fund was established in the Shaw Conference Center of Renmin University of China, which was the first fund named after a criminal scientist in China. The Criminal Law Research Center of Renmin University of China initiated the establishment of this fund. The purpose of the Fund is to inherit and carry forward the academic spirit of the older generation of criminal law scholars such as Professor Gao Mingxuan, reward and motivate young talents in the field of criminal law, prosper and develop the teaching and research of criminal law in China, and promote the process of criminal legal system construction in China.

On August 17, 2009, the symposium on the establishment of Shi Jing Gao Mingxuan Criminal Law Development Fund sponsored by the Institute of Criminal Law Science and Law School of Beijing Normal University was held in Kunming, Yunnan, which marked the official establishment of Shi Jing Gao Mingxuan Criminal Law Development Fund named after Professor Gao Mingxuan, honorary president of the Institute of Criminal Science of Beijing Normal University and managed by the Education Foundation of Beijing Normal University. Gao Mingxuan initiated the establishment of "Shi Jing Gao Mingxuan Criminal Law Development Fund", hoping to promote the development and prosperity of criminal law in China and the process of criminal law construction in China.
