Sichuan Province's new rural social pension insurance pilot implementation measures are formulated in accordance with the State Council's "Guiding Opinions on Carrying out New Rural Social Pension Insurance Pilot Programs" (Guofa [2009] No. 32, hereinafter referred to as the "Guiding Opinions") and in light of the actual conditions of our province.
Method.
1. Guiding ideology and basic principles The pilot work of the new rural social pension insurance (hereinafter referred to as the new rural pension insurance) must be guided by the Scientific Outlook on Development, with the purpose of improving the basic living standards of rural residents in the elderly, and with the basic requirements of standardizing management and optimizing services.

2. Rural residents who are over 16 years old (excluding school students) and have not participated in the basic pension insurance for urban employees can voluntarily participate in the insurance at their place of residence.
3. Fund raising The fund consists of individual contributions, collective subsidies and government subsidies.
(1) Individual payment.
Rural residents participating in the new rural insurance must pay pension insurance premiums in accordance with regulations.
The payment standards are currently set at five levels of 100 yuan, 200 yuan, 300 yuan, 400 yuan, and 500 yuan per year. Each locality can add payment levels according to actual conditions; insured persons can choose the level of payment independently, and the more they pay, the more they get.
The provincial government adjusts payment levels in a timely manner in accordance with unified national requirements.
(2) Collective subsidies.
Village collectives that meet the conditions shall provide subsidies to insured persons for their contributions, and the subsidy standards shall be democratically determined by the villagers' committee convening a village meeting.
Encourage other economic organizations, social welfare organizations, and individuals to provide subsidies for insured persons' payment.
(3) Government subsidies.
The government will pay full basic pension to eligible insured persons.
The basic pension at the standards set by the state is fully subsidized by the central government.
Local governments at all levels should provide basic subsidies for insured persons’ premium payments, with the subsidy standard not less than 30 yuan per person per year.
Among them, the total amount of provincial financial subsidies is arranged at 50% of local subsidies, and the province provides subsidies to each pilot area according to its financial level.
The remaining portion is shared equally by municipal and county governments, and the specific sharing ratio is determined by the municipal (state) people's government.
For those who choose the payment grade of 300 yuan, the local government will increase the subsidy by 5 yuan per person per year. For those who choose the payment grade of 400 yuan, the local government will increase the subsidy by 10 yuan per person per year. For those who choose the payment grade of 500 yuan, the local government will increase the subsidy by 5 yuan per person per year.
The annual subsidy for each person is increased by 15 yuan, and the fund sharing ratio is the same as the basic payment subsidy sharing ratio.
For severely disabled people in rural areas, each city (state) and county (city, district) government should pay part or all of the minimum standard pension insurance premiums on their behalf. The specific standards and sharing proportions are determined independently by the city (state) government and are borne by themselves.
4. Establish individual accounts Social insurance agencies establish individual accounts for life-long pension insurance for each insured person.
Individual contributions, collective subsidies and other social and economic organizations, social welfare organizations, individual subsidies for insured persons' contributions, and local government's payment subsidies for insured persons are all recorded in personal accounts.
The amount of personal account deposits is currently calculated annually with reference to the one-year RMB deposit interest rate for the same period of financial institutions announced by the People's Bank of China.
5. Pension benefits In accordance with national regulations, pension benefits in our province consist of basic pensions and personal account pensions, which are paid for life.
The basic pension standard is 55 yuan per person per month.
Municipal (state) governments can increase basic pension standards based on actual conditions, and can appropriately increase basic pensions for insured rural residents who have paid contributions for a long time.
The specific standards and sharing ratios for raising and increasing funds shall be determined by the municipal (state) government and shall be borne by the government itself.
The monthly payment standard for personal account pensions is the total savings amount in the personal account divided by 139.
If the insured person's personal account funds have been collected, the local government will continue to pay the personal account pension for life.
When an insured person dies, the fund balance in the personal account, except for government subsidies, can be inherited in accordance with the law; the balance of government subsidies is used to continue paying the pensions of other insured persons.
