The long-term goal is for China to successfully bid for the World Cup and for the men's football team to enter the World Cup and the Olympics.

Key points of the plan: China's promotion of football reform and development includes further reforming the football management system, promoting the "separation of government and society, separation of government and enterprises, and separation of management and office", and accelerating the decoupling of sports industry associations and administrative agencies.

As for the leadership body of the Football Association, the "Plan" clearly stipulates that the Chinese Football Association will not have an administrative level and will be composed of representatives from the sports administration department of the State Council, well-known football professionals, social figures and expert representatives to ensure the professionalization of the Football Association's leadership body.

Establish the China Football Development Foundation to encourage donations from various enterprises, institutions, social forces and individuals.

In addition, a certain amount of funds will be allocated from the new public welfare fund income from sports lottery every year to support the China Football Development Foundation.

At the same time, we are actively studying and promoting the issuance of football lottery tickets for the Chinese Professional Football League.

Establish a "Professional League Council" with independent corporate legal personality, responsible for organizing and managing professional leagues, and rationally constructing the Chinese Super League, Chinese League One, and Chinese League Two systems.
