In May, 23, Professor Yu Jiang of Law School and others wrote to the National People's Congress Standing Committee (NPCSC), suggesting that the Measures for the Detention and Repatriation of Urban Vagrants and Beggars issued by the State Council be unconstitutional, which shocked the whole country and left a strong ink for the history of constitutional development and human rights protection in contemporary China.
