Interpretation of the full text of the Regulations on the Registration and Management of Social Groups General Principles Article 1 These Regulations are formulated in order to protect citizens’ freedom of association, safeguard the legitimate rights and interests of social groups, strengthen the registration management of social groups, and promote the construction of material civilization and spiritual civilization.

Article 2: Social groups as mentioned in these Regulations refer to non-profit social organizations that are voluntarily formed by Chinese citizens and carry out activities in accordance with their charter in order to realize the unanimous wishes of their members.

Organizations other than state agencies can join social groups as unit members.

Article 3 The establishment of a social group must be reviewed and approved by its business supervisory unit and registered in accordance with the provisions of these regulations.

Social organizations should meet the conditions of legal persons.

The following groups do not fall within the scope of registration stipulated in these regulations: (1) People's organizations participating in the Chinese People's Political Consultative Conference; (2) Groups approved by the organizational establishment management agency of the State Council and exempted from registration with the approval of the State Council; (3) Government agencies,

Article 6 The civil affairs department of the State Council and the civil affairs departments of local people's governments at or above the county level are the social group registration and management agencies of the people's governments at the same level (hereinafter referred to as the registration management agencies).

Relevant departments of the State Council and relevant departments of local people's governments at or above the county level, organizations authorized by the State Council or local people's governments at or above the county level are the business supervisory units of social groups within relevant industries, disciplines or business scopes (hereinafter referred to as business supervisory units)

If laws and administrative regulations have other provisions on the supervision and management of social groups, the provisions of the relevant laws and administrative regulations shall prevail.

Article 7: National social groups under jurisdiction shall be registered and managed by the registration and management agency of the State Council; local social groups shall be registered and managed by the registration and management agency of the local people’s government; social groups across administrative regions shall be registered and managed by the administrative regions they cross.

The registration and management authority of the people's government at the same level as above is responsible for registration and management.

Article 8 If the registration management agency or business supervisory unit is not located in the same place as the social group under its jurisdiction, the registration management agency or business supervisory unit at the domicile of the social group may be entrusted with the responsibility for supervision and management within the entrusted scope.

Establishment Registration Article 9 Any application to establish a social group shall be subject to review and approval by its business supervisory unit, and the sponsor shall apply for registration to the registration management authority.
