In addition to the special provisions of the state on traction power consumption of electrified railways, industrial and commercial power users should implement time-of-use pricing, among which commercial and non-residential lighting power users can choose to implement time-of-use pricing. Encourage industrial and commercial power users to reduce power load in peak hours, increase power consumption in low hours, and reduce power consumption costs by changing power consumption periods by allocating energy storage and developing comprehensive utilization of energy.

The second is to improve the peak-valley electricity price mechanism.

Peak and trough periods. According to the load characteristics of the power system, the installed ratio of new energy, the system regulation capacity and the power supply and demand situation in recent three years, the annual peak and valley periods are divided into peak, average and valley periods of 8 hours each according to 24 hours a day, in which the peak periods are 10- 14 hours and 17-2 1 hour, and the valley periods are 24 hours.

Price comparison between peak and valley. The peak-valley electricity price ratio was adjusted to1.64:1:0.41,and the peak-segment electricity price increased by 64% and the valley-segment electricity price decreased by 59%. The unified electricity price of industrial and commercial power users consists of market transaction price, transmission and distribution price, government fund and surcharge. Government funds, surcharges and capacity tariffs do not participate in the floating.

Urban and rural residents "one household, one meter" users and combined meter users can voluntarily choose to implement the residents' time-of-use electricity price. Peak-valley time-of-use electricity price standard shall be implemented according to current relevant policies. 8-22 o'clock every day is the peak time, and the electricity price is increased by 0.03 yuan per kWh; The trough period is from 22: 00 every day to 8: 00 the next day, and the electricity price is reduced by 0. 12 yuan per kWh. Among them, the peak period of "coal to electricity" residents in the heating season was shortened to 8-20 o'clock every day, and the trough period was extended from 20 o'clock every day to 8 o'clock the next day.

Sixth, improve the implementation mode for market users.

According to the Basic Rules for Medium and Long-term Electricity Trading and other relevant regulations, users of time-of-use price within the scope specified in this notice should still implement the time-of-use price mechanism after participating in market-oriented transactions. When signing a long-term trading contract, the electricity consumption curve should also be declared to reflect the price of each period. In principle, the peak-valley electricity price difference is not lower than the peak-valley electricity price difference in the same period stipulated in this notice. If the power consumption curve is not declared in the market transaction contract or the time-of-use price is not formed, and the peak-valley ratio of the declared power purchase price is lower than the requirements of this notice, the power purchase price at settlement shall be implemented according to the peak-valley period and floating ratio specified in this notice. After the implementation of spot trading, the electricity trading price and transmission and distribution price of participating users shall be implemented according to the relevant rules of spot market trading, and the time-of-use price policy shall not be implemented in principle.

Seven. safeguard measure

Power grid enterprises and users of time-of-use tariff should complete the adjustment of billing system and the transformation of time-of-use metering device as soon as possible. If the time-of-use electricity price settlement conditions are met, it shall be implemented in the next meter reading cycle. Power grid enterprises should inform in advance, do a good job, and temporarily do not have the conditions to implement flat electricity prices. Power grid enterprises are responsible for the installation of time-sharing metering devices and the adjustment of billing systems, and the required expenses shall be borne by power grid enterprises.

Since May 1 day, 2023, if the users within the scope specified in this notice have not been retrofitted with time-sharing metering devices, the users' electricity consumption will be settled according to the peak-valley electricity price; If the adjustment of charging system and the transformation of metering device are not completed due to the reasons of power grid enterprises, the user's electricity consumption shall be settled according to the valley electricity price, and the losses arising therefrom shall be borne by the power grid enterprises.

Power grid enterprises should separately collect and reflect the income of the time-of-use electricity price policy, and the profits and losses generated should be considered as a whole when the transmission and distribution price of provincial power grids is approved in the next regulatory cycle.

Before the end of March each year, State Grid Henan Electric Power Company shall report the following information in writing to the Provincial Development and Reform Commission: changes in system load curve, changes in system peak-valley difference and load rate, changes in weighted average electricity price, changes in income from the implementation of time-of-use electricity price mechanism, etc. The Provincial Development and Reform Commission is responsible for regularly evaluating the implementation of the time-of-use electricity price mechanism, and checking and dynamically adjusting the implementation scope, time period and floating ratio of the time-of-use electricity price mechanism as appropriate.

Local development and reform departments and power grid enterprises should carefully organize and deploy, strengthen policy propaganda and guidance, take various ways to inform relevant power users and interpret policies, and strive for understanding and support from all parties to ensure the smooth implementation of the adjusted time-of-use price mechanism. The situation and problems found in the implementation, please report to the provincial development and Reform Commission in a timely manner.

This notice shall be implemented as of February 1 day, 2022. If the current policy is inconsistent with this notice, the provisions of this notice shall prevail.
