Measures for the administration of special funds for visiting scholars in state key laboratories of colleges and universities and key laboratories of the Ministry of Education
Chapter I General Provisions Article 1 In order to implement the action plan of revitalizing education for the 2 1 century approved by the State Council, realize the opening-up benefits of key disciplines and improve the overall level of teachers in institutions of higher learning, the Ministry of Education has decided to implement the visiting scholar system for State Key Laboratories and Key Laboratories of the Ministry of Education (hereinafter referred to as key laboratories) in institutions of higher learning. Article 2 In order to regulate the use of state special funds, these Measures are formulated in accordance with the Opinions of the Ministry of Education on Implementing the Visiting Scholar System in State Key Laboratories of Colleges and Universities and Key Laboratories of the Ministry of Education. Article 3 The funds required for the implementation of the visiting scholar system in key laboratories (hereinafter referred to as visiting scholar funds) consist of two parts: national special projects and donations from domestic foreign enterprises and institutions. Since 1999, the state has set up special funds to support universities to implement the visiting scholar system in key laboratories, encourage domestic foreign enterprises and institutions to donate funds and equipment to key laboratories of universities, and support attracting visiting scholars. Article 4 The Visiting Scholar Fund is open to the State Key Laboratories located in institutions of higher learning and the Key Laboratories of the Ministry of Education, and is used to support these key laboratories to employ well-known domestic and foreign scientific and technological experts as visiting scholars. Article 5 The Visiting Scholar Fund encourages key laboratories to employ scientific and technical experts, especially young experts, who are beneficial to the development of interdisciplinary and emerging disciplines and have great influence in the world as visiting scholars to work in key laboratories. Article 6 The Ministry of Education shall set up a Visiting Scholar Fund Office in the Department of Science and Technology (hereinafter referred to as the Fund Office), which shall be responsible for the daily management of the acceptance and examination and approval of key laboratory fund applications. Chapter II Application and Approval of the Fund Article 7 Key laboratories apply to the Fund Office for the fund for visiting scholars in laboratories through their institutions of higher learning every year. The Fund Office accepts cases twice a year, the first time from March/KLOC-0 to March 1 5, and the second time from September/KLOC-0 to September 15. In case of special circumstances, you can declare at any time. Article 8 Visiting scholars in key laboratories are divided into the following three categories: foreign scientific and technological experts, domestic non-school scientific and technological experts and school scientific and technological experts. Ninth key laboratory visiting scholar fund application limit is determined according to the amount of state funding in the current year. Among them, the number of overseas visiting scholars is not less than 20%, the number of visiting scholars in schools is not more than 30%, and the number of experts under 50 among visiting scholars is not less than 70%. For laboratories with poor performance in the evaluation of key laboratories organized by the state, their application limit can be reduced or their application qualification can be cancelled. Article 10 In principle, the working time of overseas visiting scholars in key laboratories shall not be less than 3 months, that of domestic visiting scholars outside our school shall not be less than 6 months, and that of visiting scholars in our school shall not be less than 9 months. Article 11 The annual funding for visiting scholars in key laboratories is 50,000 yuan, and the funding for particularly outstanding visiting scholars can be increased, but the maximum funding does not exceed 654.38+10,000 yuan. Twelfth key laboratories applying for funding must fill in the "Application for Visiting Scholar Fund for Key Laboratories in Colleges and Universities" (hereinafter referred to as the "Application", see Annex for the format). The Application Form is signed by the director of key laboratory, the director of academic committee and the school, and submitted to the Foundation Office in 8 copies. Article 13 The Fund Office shall examine the Application Form and approve it if it meets the requirements of the Fund. When necessary, the Fund Office will entrust the relevant departments of the Science and Technology Committee of the Ministry of Education to review the application. Article 14 The Foundation Office shall notify the key laboratories and their schools of the list of visiting scholars and the amount of funding before April 10 and June 10 respectively. Fifteenth the applicant shall, within 30 days after receiving the notice of approval of the grant, declare to the Fund Office the Plan for the Use of the Visiting Scholar Fund for Key Laboratories in Colleges and Universities. Those who don't return within the specified time will be given up automatically. Article 16 The Fund Office shall allocate funds to institutions of higher learning after receiving the Plan for the Use of Visiting Scholar Fund in Key Laboratories of Institutions of Higher Learning and passing the examination. Chapter III Use and Management of Funds Article 17 The funds of the Visiting Scholar Fund shall be distributed annually, carried forward at the end of the year, and the balance shall be retained. Article 18 Institutions of higher learning that use visiting scholars' funds must keep separate accounts, separate accounting and special funds in strict accordance with the provisions of the financial department on scientific and technological funds, and no unit or individual may use them for other purposes without authorization. Article 19 The scope of expenditure is limited to the experimental data fees, instrument and equipment use fees, domestic investigation and academic conference travel expenses, academic data fees, living allowances and related expenses required by visiting scholars during their work in key laboratories. Anyone who violates the provisions on the use of funds will stop funding and recover the funding. After visiting scholars finish their work in key laboratories, the savings can be used to improve the working conditions of key laboratories. Twentieth fund users can withdraw no more than 3% of the funds allocated by the fund for the relevant training, awards and meetings of their own units. Twenty-first key laboratories funded by the Fund shall fill in the annual work report of the Visiting Scholar Fund for Key Laboratories in Colleges and Universities in the previous year at the beginning of each year, and report it to the Fund Office before June 25, 65438 after being summarized by their universities. If it fails to report within the time limit, the funding index for the current year will be reduced.
