A few days ago, the General Office of the State Council issued the "Guiding Opinions on Further Supporting Innovation and Entrepreneurship of College Students" (hereinafter referred to as the "Opinions"), focusing on the needs of college students for innovation and entrepreneurship, from the aspects of education, funds, services, space, results, etc. Proposed various measures to cover the entire chain of innovation and entrepreneurship needs of college students.
01 Hundreds of thousands of tutors carry out innovation and entrepreneurship education
Teaching staff is the fundamental guarantee for the quality of innovation and entrepreneurship education. At present, more than 30,000 innovation and entrepreneurship courses have been offered in colleges and universities across the country; outstanding talents in the industry have been hired as mass entrepreneurship and innovation teachers, with nearly 35,000 full-time teachers and more than 139,000 part-time tutors. The "Opinions" pointed out that colleges and universities should innovate training models and organize mass entrepreneurship and innovation tutors to go to campus to hold entrepreneurship lectures to interpret entrepreneurship policies, share experiences, and provide practical guidance. I believe that more outstanding talents in the industry will join the team of mass entrepreneurship and innovation mentors to jointly cultivate and improve college students’ innovative spirit, entrepreneurial awareness and abilities.
02 30% of the space in government-invested incubators is free
The optimization of the innovation and entrepreneurship environment for college students relies on the construction of incubation carriers and platforms. The "Opinions" propose that we should promote the development of the entire chain of maker spaces, incubators, accelerators, and industrial parks, encourage various incubators to open a certain proportion of free incubation space to college student innovation and entrepreneurship teams, and reduce entry requirements; incubators invested and developed by the government and other entrepreneurial carriers About 30% of the venues should be arranged to be provided free of charge to college graduates.
03 The entrepreneurial risk assistance mechanism for college students ensures entrepreneurship
Precise and effective assistance measures reduce the worries of college students starting their own businesses. The "Opinions" encourage local governments to explore the establishment of a risk relief mechanism for college students to start their own businesses, which can be supported by entrepreneurship risk subsidies, commercial insurance premium subsidies, etc.; increase support for college students who fail to start a business, and provide employment services, employment assistance and social assistance; after graduation College students who start a business can pay "five insurances and one housing fund" according to regulations.
04 "Tax reductions and fee reductions" reduce the burden of starting a business
Various fiscal and taxation support policies strive to reduce the burden of starting a business for college students. The "Opinions" propose that qualified college graduates engaged in self-employment can deduct the value-added tax, urban maintenance and construction tax, education surcharge, local education surcharge and personal income tax actually paid in that year according to a certain limit; for monthly sales Small-scale taxpayers with a total amount of less than 150,000 yuan are exempt from value-added tax, and small and micro enterprises and individual industrial and commercial households are exempted from income tax and other fiscal and taxation support policies in accordance with regulations.
05 Inclusive financial services solve financing problems
Financial services help solve financing problems for college students to start their own businesses. For example, the "Opinions" propose various entrepreneurial guaranteed loan policies and interest discount policies: increase the maximum personal loan limit for college graduates to 200,000 yuan, and provide loans for college graduate entrepreneurs with loans of less than 100,000 yuan and obtain honors at or above the districted municipal level. Exempt from counter-guarantee requirements; for qualified small and micro enterprises established by college graduates, the maximum loan limit is increased to 3 million yuan; loan interest rates are reduced, the loan application review process is simplified, and loan convenience is improved.
06 Broaden channels to support the implementation of entrepreneurial achievements
In order to promote the implementation and development of university scientific and technological achievements and college students' innovation and entrepreneurship projects, the "Opinions" propose to broaden the channels for the transformation of achievements: strengthen local, enterprise and college student innovation Entrepreneurial teams strengthen cooperation and docking; encourage large and medium-sized state-owned enterprises and enterprises that integrate industry and education to use incubators, industrial parks and other platforms to support the transformation of scientific and technological achievements in universities; encourage the pooling of government, enterprises, universities and social resources to strengthen China's international "Internet +" Follow-up support for outstanding innovation and entrepreneurship projects in the College Student Innovation and Entrepreneurship Competition to promote the implementation of outstanding projects.
07 A special fund was established to promote the development of the “Internet +” Entrepreneurship Competition
Recently, the 7th China International “Internet +” College Student Innovation and Entrepreneurship Competition concluded successfully. As a starting point for deepening the reform of innovation and entrepreneurship education in my country, the "Internet +" College Student Innovation and Entrepreneurship Competition has greatly mobilized and stimulated the enthusiasm and potential of innovation and entrepreneurship among young people. Since its inception, a total of 25.33 million college students in 6.03 million teams have participated. More than 400 gold medal projects in only 6 competitions have created more than 500,000 jobs.
In order to promote the sustainable development of the competition, the "Opinions" proposed to make full use of market-oriented methods to promote the establishment of a special development fund for the China International "Internet +" College Student Innovation and Entrepreneurship Competition project initiated by central enterprises and social capital. Provincial people's governments are also encouraged to actively host competitions and implement supporting supporting policies and condition guarantees; support industry enterprises to deepen competition cooperation, expand competition fund-raising channels, and appropriately increase the amount of competition title sponsorship funds.
