China Social Welfare Foundation is a national public offering foundation, a private welfare institution managed by the Ministry of Civil Affairs, not a state unit.

According to Article 7 of the Constitution of China Social Welfare Foundation? Business scope of public welfare activities of the Foundation:

(1) subsidizing children from social welfare institutions, disabled children, orphans and children from poor families to complete their studies;

(eight) other activities stipulated or allowed by the articles of association.

Article 6 of the Regulations on the Administration of Foundations? The civil affairs departments of the State Council and the people's governments of provinces, autonomous regions and municipalities directly under the Central Government are the registration management organs of the Foundation. The State Council Civil Affairs Department is responsible for the registration management of the following foundations and foundation representative offices:

(1) National Public Offering Foundation

(2) Foundations with non-mainland residents as their legal representatives;

(three) the original fund is more than 20 million yuan, and the promoters apply to the civil affairs department of the State Council for the establishment of a non-public offering foundation.
