1, conference mechanism
The Shanghai Cooperation Organization has established a meeting mechanism for heads of state, prime ministers, attorneys-general, secretaries of security conferences, leaders of foreign affairs, national defense, economy, trade, culture, transportation and emergency rescue departments and national coordinators. The operation of each meeting mechanism has corresponding documents. The coordination of the Shanghai Cooperation Organization is the responsibility of the Council of National Coordinators of member States.
2. Council of Heads of State of Shanghai Cooperation Organization Member States
The Council of Heads of State of the member States of the Shanghai Cooperation Organization is the highest leading body. Responsible for studying and determining the strategy, priority areas and basic direction of cooperation and activities of the Shanghai Cooperation Organization, and adopting important documents. The regular meeting of heads of state is held once a year, usually held by member States in turn according to the Russian alphabetical order of country names [9], to make decisions and instructions on all major issues within the organization, and the host country holds the rotating presidency of the organization.
3. Council of Heads of Government of the Shanghai Cooperation Organization
The Council of Heads of Government of the Shanghai Cooperation Organization holds regular meetings every year, focusing on discussing the strategy and priority direction of multilateral cooperation within the framework of the organization, solving the principles and urgent problems in the field of economic cooperation and approving the annual budget of the organization.
4. Council of Foreign Ministers of the Shanghai Cooperation Organization
The foreign ministers' meeting of the Shanghai Cooperation Organization discussed the current activities of the organization, prepared for the summit meeting, and held consultations on international issues within the framework of the organization. When necessary, the Foreign Ministers' Meeting may issue a statement in the name of the Organization. Usually, the meeting of foreign ministers is held one month before each meeting of heads of state. Convening a non-routine meeting of foreign ministers requires suggestions from at least two member States and the consent of all other foreign ministers. The locations of regular meetings and irregular meetings shall be decided by both parties through consultation. The foreign minister of the host country of the regular meeting of heads of state shall serve as the chairman of the foreign ministers' meeting, and his term of office shall be from the end of the last regular meeting of heads of state to the beginning of the next regular meeting of heads of state. According to the work regulations of the CD, the Chairman of the Foreign Ministers' Meeting represents the Organization.
