Within the administrative jurisdiction of this city, urban residents outside the coverage of the urban employee basic medical insurance system can voluntarily participate in the urban resident basic medical insurance if they meet one of the following circumstances: (1) Have urban resident registration in this city, male is 60 years old

, Female elderly people over 55 years old; (2) Have a household registration as an urban resident in this city, and are non-employed people in the working age group over 18 years old; (3) Have a household registration as an urban resident in this city, and are not school students or preschoolers under the age of 18

Children; (4) Students in primary and secondary schools, vocational high schools, technical secondary schools, and technical schools in this city.

Persons in items (1) and (2) above are referred to as “adults”; persons in items (3) and (4) are referred to as “minors”.

The above people who have participated in the new rural cooperative medical care can continue to participate in the insurance according to the original method, or participate in the urban residents' medical insurance.

Once non-employed people are employed, they should participate in the urban employee basic medical insurance.

Mainly reflected in the following three aspects: (1) On the basis of individual (family) payment, the government provides subsidies, and the individual (family) burden is not much; (2) Urban residents can voluntarily participate in the insurance without requiring a health examination, and hospitalization is not required.

Inpatient compensation benefits are available for all types of diseases, and some serious outpatient diseases are also eligible for compensation benefits.

(3) The Urban Resident Basic Medical Insurance Fund is entirely used to cover the medical expenses of insured persons, and the handling agency does not withdraw administrative expenses from it.

The financing standards for urban residents’ basic medical insurance are determined based on “adults” and “minors”: (1) The financing standard for adult basic medical insurance premiums is 300 yuan per person per year, of which 150 yuan is a government subsidy and 150 yuan is paid by the insured individual.

; (2) The financing standard for basic medical insurance premiums for minors is 80 yuan per person per year, of which the government subsidy is 40 yuan and the insured individual pays 40 yuan; (3) Holders of the "Disability Certificate of the People's Republic of China and the People's Republic of China"

For severely disabled people and subsistence allowance recipients holding the "Fujian Province Minimum Living Security Receipt Certificate", the government will fully subsidize the individual payment of the insurance.
