1. Research background and ideas

(1) Research background

In the new era, although commercial geological work will be regulated by the market and operated by enterprises , but since my country’s mining market system is not yet complete, the government’s role is still important. Especially after joining the WTO, the entry of foreign companies into my country's mining market will inevitably affect China's mining production and will also have a certain impact on solid mineral exploration. In response to this new situation, the government must formulate active response policies from a macro perspective and correctly guide and encourage domestic and foreign investment entities to engage in solid mineral risk exploration. At present, there is a lot of understanding on how to promote the research on solid mineral exploration, and many specific policy suggestions have been put forward, but basically they all stay at this level and lack operable policy measures. To this end, in 2002, the China Academy of Land and Resources Economics established a project and entrusted the Industrial Economics Research Office to undertake the "Research on Macro-control Policies for Solid Mineral Exploration" project. The purpose was to propose operable policies or policies for promoting the macro-control of solid mineral exploration. measure. The requirements of the topic are to analyze the current status and existing problems of macro-control of solid mineral exploration on the basis of point-to-face combined investigation, fully understand the existing measures and policy content of macro-control of solid mineral exploration, and conduct applicability of these measures and policies. Analysis, and based on the new characteristics and new situation of current geological work, theoretically conducted a study on the macro-control system of solid mineral exploration, and put forward countermeasures and suggestions for further promoting the healthy development of the solid mineral exploration industry and strengthening the guidance of government macro-control policies.

(2) Research ideas

After the task of the project was assigned, the Industrial Economics Research Office gathered the scientific research backbones of the office to form a research team, and compiled the project design according to the task requirements and established the Research ideas (see Figure 1). Subsequently, we extensively collected data, sorted out existing research results, studied a large number of relevant theoretical documents, and organized many expert seminars to carry out in-depth discussion and research on the macro-control theory of solid mineral exploration. In view of the difficulties and key issues in the research, the research team I personally went to Sichuan, Fujian, Henan and other provinces to conduct typical field surveys, obtained a large amount of useful information and materials, and formed two valuable research reports. In terms of research methods, the research team also used a combination of structural diagrams to outline a problem tree for commercial solid mineral exploration, and extensively, meticulously and comprehensively collected and summarized the existing mineral exploration policy system. On the basis of the above research, after extensive solicitation of expert opinions, suggestions for promoting macro-control policies for solid mineral exploration were put forward, and the research report was completed. At present, the results review has been completed, and the results have reached the domestic advanced level.

II. Research content and conclusions
