2. declare the project to the provincial energy bureau and include it in the preliminary work of the "three-year rolling plan" through the county-level energy authorities and state energy authorities;
3. Carry out the corresponding preliminary work after the project is included in the preliminary work of the "three-year rolling plan";
4. The project owner voluntarily participates in the competitive allocation of photovoltaic power station construction scale organized by the annual Provincial Energy Bureau;
5. after the project has obtained the scale configuration, it shall apply to the provincial energy bureau for filing as required, and the commencement formalities can only be handled after the project is filed.

1. Preliminary work To apply to the Provincial Energy Bureau for preliminary work, the following materials must be submitted:

(3) the competent department at the county level (the competent department at the municipal level in case of districts) shall issue the report documents.
2. The project shall be filed by the Provincial Energy Bureau, and the national quota shall be obtained before filing. The following materials must be submitted for the record:

(1) according to the conditions of solar energy resources and construction costs in various places, the whole country is divided into three types of solar energy resource areas, and the benchmark grid-connected price of photovoltaic power plants is formulated accordingly. See Annex for benchmark grid-connected electricity price standards of photovoltaic power stations in various resource areas.
(2) The part where the benchmark feed-in tariff of photovoltaic power stations is higher than that of local coal-fired units (including environmental protection tariffs such as desulfurization, the same below) shall be subsidized through the Renewable Energy Development Fund.
