Project funds and their use

Eighteenth social science research projects of the Ministry of Education are divided into funded projects and self-funded projects according to the sources of funds. The projects funded by the Ministry of Education include major research projects, major projects in the base, doctoral programs, youth funds, and planning funds; Self-financing projects mainly refer to special task projects funded by relevant departments outside the school. Encourage projects to rely on schools or other departments to provide matching funds for the project.

Nineteenth project funds to implement the "one-time approval, installment" approach. The project funds funded by the Ministry of Education are allocated by stages, and the project relies on the school. The first funding and the notice of project establishment are issued at the same time, and the follow-up funding is determined according to the research progress of the project. Projects that have not passed the mid-term inspection will not be allocated the second phase; The remaining funds will not be allocated for projects that fail to pass the acceptance.

Twentieth project funds are earmarked and shall not be used for expenditures unrelated to project research. The person in charge of the project controls and uses the project funds under the specific guidance of the financial department of the school according to the expenditure scope listed in the project contract; Relying on schools and individuals shall not be withheld, occupied or misappropriated for any reason or way. The scope of expenditure includes:

1. Books and materials fee: refers to the fees for purchasing books, reprinting, translating materials, printing, copying, copying and drawing.

2. Data collection fee: refers to the fee required for data tracking and case analysis around the project research.

3. Travel expenses for investigation: refers to the expenses of transportation, accommodation, communication, etc. for investigation activities and related academic meetings in China to complete the project research. If it is really necessary to study abroad, it must be approved by the supporting school and reported to the Ministry of Education for the record.

4. Equipment purchase and use fee: refers to the purchase and use fee of equipment required for data collection and analysis. Equipment use fee includes data entry fee, data query fee, internet access fee and software fee.

5. Conference expenses: refers to the expenses of small meetings such as project opening, special discussion and achievement appraisal held around project research.

6. Consulting fees: refers to the fees for questionnaire survey, statistical analysis and expert consultation of project research.

7. Labor expenses: refers to the subsidies for graduate students who directly participate in the project research, as well as the labor expenses of non-project team members and research assistants.

8. Printing fee: refers to the cost of printing and copying questionnaire materials, research reports and research results.

9. Management fee: refers to the cost of management projects extracted by the school. The general project management fee does not exceed 2,000 yuan each, and the major key projects do not exceed 3,000 yuan each. Excessive extraction and repeated extraction are strictly prohibited.

10. Others: other expenditures directly related to the project research.

Twenty-first projects funded by the Ministry of Education should be included in the unified management of the financial department of the school; The school scientific research management department participates in the daily management of project funds.

1. The project leader should make a reasonable budget for the project, strictly implement the budget plan of the project contract, and ensure that the project funds are used for scientific research itself. After the completion of the project, the closing formalities shall be handled in time.

2. Relying on the school to supervise the expenditure of project funds, complete procedures, clear accounts, true contents, accurate accounting and effective supervision measures shall be achieved to ensure the reasonable and effective use of project funds. At the end of the year, relying on the financial department of the school to prepare the final report of project funds according to the year and report it to the Ministry of Education.

3 books and equipment purchased with project funds belong to state-owned assets, and their right to use and operate generally belongs to the project school, in which fixed assets must be included in the fixed assets account of the school for accounting and management. The disposal of assets shall be carried out in accordance with the relevant provisions of the state to prevent the loss of state-owned assets.
