Urgent notice of "Keiko Plan"

According to the "Notice on Launching the 20 14 Central Special Lottery Public Welfare Fund Education Aid Project" (J.J. [2014] No.22), China Education Development Foundation will implement the Keiko Plan of the Central Special Lottery Public Welfare Fund (hereinafter referred to as the Keiko Plan) in our province to reward ordinary high school students with financial difficulties. The relevant matters are hereby notified as follows:
I. Award criteria and number of people
The number of awards is 9,200, and the award standard is 2,000 yuan per person.
Second, the reward object
The Keiko program is aimed at students from poor families with excellent academic performance in ordinary high schools.
Three. quota allocation
Considering the number of students, poverty-stricken counties, ethnic autonomous areas and other factors, the quota will be allocated to counties (cities, districts, special zones, see the attached table 1) according to the factor method. Municipalities (prefectures) can adjust the number of recipients in their counties (cities, districts and special zones) according to actual conditions.
City (state) is an ordinary high school to apply in the city (state) Education Bureau, and a provincial high school to apply in the Provincial Department of Education.
Four. Application conditions
(a) Keiko plan to reward students must enter the province's ordinary high school student financial assistance information management system, for poor students or poor students who enjoy rural (urban) subsistence allowances.
(2) Basic application conditions:
1, love the motherland and support the leadership of the China * * * production party;
2. Abide by the Constitution and laws, and abide by school rules and regulations;
3, honest and trustworthy, excellent moral quality;
4, diligent study, positive progress, excellent test results (senior high school entrance examination).
Ordinary high school students who meet the above conditions and are willing to apply for awards may submit a written application to their school, and the students themselves must truthfully fill out the Application Form for Students of the Central Special Lottery Public Welfare Fund (see Table 2).

(a) the education departments at all levels should conduct public publicity through the media, and convey the information of awards and subsidies to ordinary high schools within their respective jurisdictions, and schools should notify every student.
(2) Ordinary senior high schools shall conduct preliminary examination on the qualifications and conditions of the applicants in accordance with the principles of openness, fairness and impartiality according to the allocated funding quota and amount. The list of students who have passed the preliminary examination shall be publicized in the school for not less than 5 days. In the process of publicity, if there is any objection, the school should investigate and verify it in time and deal with it accordingly; After publicity without objection, the school accurately fills in the List of Students of the Central Special Lottery Public Welfare Fund Zihui Plan (see Schedule 3) and the School Information Form of the Central Special Lottery Public Welfare Fund Zihui Plan (see Schedule 4), and reports it to the county-level education department for review according to relevant regulations (paper and electronic documents).
(III) County-level education departments shall review the materials submitted by relevant schools, and after passing the examination, fill in the County-level Summary of the List of Students of the Central Special Lottery Public Welfare Fund Zihui Plan (see Table 5) and the County-level Summary of School Information of the Central Special Lottery Public Welfare Fund Zihui Plan (see Table 6), and report to the Municipal (State) Education Bureau for summary review according to relevant regulations.
(IV) City (state) Education Bureau shall review the materials submitted by county-level education departments and affiliated schools. After passing the examination, it shall fill in the city (state) level summary table of the list of students of the Central Special Lottery Fund Zihui Plan (see Schedule 7) and the city (state) level summary table of the school information of the Central Special Lottery Fund Zihui Plan (see Schedule 8), and report it to the Provincial Education Development Foundation in accordance with relevant regulations.
(five) the provincial education development foundation shall review and summarize the materials submitted by the municipalities (states) and report them to the China Education Development Foundation. China Education Development Foundation will determine and announce the final winners, and directly allocate the funding for Zihui Project to relevant schools within 15 working days.
(VI) When using the funds for the Keiko Project, local schools should strictly implement the relevant national laws and regulations and financial rules and regulations, and no department or individual may intercept, occupy, misappropriate or delay the payment.
(VII) After receiving the funds for the Keiko Project, each school will distribute them to each student within 5 working days according to the prescribed standards, and organize the students to sign for them (see Table 9). At the same time, it is necessary to keep the video materials of the distribution ceremony and the written materials of typical award-winning students.
(eight) the relevant schools should establish the files of students funded by the Keiko program, register and keep the receipts signed by students for more than 3 years, for the reference of China Education Development Foundation and relevant departments.
(9) In order to ensure the smooth implementation of the Keiko Plan, all local schools should carry out their work in strict accordance with the requirements of the Working Procedures and Countdown Worksheet of the Keiko Plan of the Central Special Lottery Fund of Guizhou Province (see attached table 10), and ensure that the review, review, publicity, summary and reporting of the student list are completed before September 25th, 20 14. Those who fail to report within the time limit will be regarded as automatically giving up the Huizi plan. Schools around the country should submit the report on the implementation of the Keiko Plan to the Provincial Education Development Foundation before 20 1 14 10.
(10) A report hotline will be set up in the whole province. The hotline is 0851-5282518,5284136. Municipalities (states) should also set up reporting hotlines, and announce them to the public, and accept the supervision of society, students and their parents.
