At present, China's coalbed methane industry is in the primary stage of development, which urgently needs the cultivation, support and guidance of the government. In order to realize the industrialization and large-scale development of coalbed methane and effectively solve the problem of coal mine safety production, we should adhere to Scientific Outlook on Development and create more conditions and opportunities that are more conducive to the development of coalbed methane industry in terms of system, mechanism and policy. Therefore, the following suggestions are put forward to promote the development of coalbed methane industry in China:

(1) Strengthen the research on the basic theory of coalbed methane.

Drawing lessons from foreign advanced theoretical experience, inspired by the theory and method of conventional natural gas geology, through the detailed anatomy of typical coalbed methane reservoirs, the formation process and heterogeneity of coalbed methane reservoirs are studied, and the law of coalbed methane enrichment and accumulation is summarized. Improve the numerical simulation technology of coalbed methane reservoir; The "industrial index" of coalbed methane reservoir is studied, and the method and parameter system of coalbed methane reservoir description are established. Thus, a relatively complete theory of coalbed methane reservoir is constructed, which provides a theoretical basis for predicting the high permeability enrichment area of coalbed methane, guiding exploration and development and gas drainage in coal mines.

There are many anthracites in China, which are widely distributed. The mechanism of coal metamorphism should be deeply studied from different aspects such as coal metamorphic type, metamorphic degree and structural deformation, so as to reveal the controlling factors of anthracite storage and permeability, and put forward the corresponding prediction methods. There are abundant low rank coalbed methane resources in the northeast and northwest of China. Through the systematic study and analysis of a series of problems such as pore structure, adsorption capacity, gas production and coalbed methane occurrence mode of low-rank coal, a new idea and method for evaluation and exploration and development of low-rank coalbed methane resources are formed, which provides a scientific basis for finding corresponding solutions and adjusting exploration deployment. This can "activate" the rich coalbed methane resources in low-rank coal and open up a new field of coalbed methane resources development in China. This is not only of great significance for developing and enriching the basic theory of coalbed methane, but also plays a guiding role in developing coalbed methane resources in anthracite and low metamorphic coal.

(two) to carry out research on key technologies of coalbed methane exploration and development.

The economic benefit of coalbed methane development needs high technology to ensure, and high technology content has become an important index to measure the success or failure of coalbed methane development projects. Intensify scientific and technological research on key technologies of coalbed methane exploration and development, and include pollution-free drilling technology, high-efficiency fracturing technology, directional well and pinnate well technology, nitrogen injection and carbon dioxide replacement to increase production, coal mine gas drainage and other major technologies in the national major basic research project plan, the national five-year research plan and the key research project plan of the National Natural Science Foundation for priority consideration. So as to form a matching technology suitable for the geological characteristics of coalbed methane in China and promote the formation and development of coalbed methane industry in China.

(3) Increase investment in CBM exploration and development.

Formulate exploration and development plans, industrial development plans and industrial support policies for coalbed methane. Unified management and coordination of coalbed methane exploration and development, focusing on the macro layout of coalbed methane development. Increase the capital investment in key favorable areas and demonstration projects of coalbed methane, implement production projects, increase the physical workload of exploration and development, and strive to deploy more than 1,000 coalbed methane development wells10 in 5 ~/0 years. Actively guide business investment and attract funds from all walks of life. Incorporate the research and development of coal mine gas drainage and utilization into the medium and long-term scientific and technological development plan, and focus on supporting the development of efficient coalbed methane economic drainage technology and the basic theoretical research of related applications. It is included in special scientific research projects every year, special funds are arranged, investment in coalbed methane science and technology is increased, and breakthrough in coalbed methane production is driven by technological innovation of coalbed methane.

(4) Increase infrastructure construction such as long-distance pipeline network.

Formulate and promulgate laws and regulations on long-distance natural gas (including coalbed methane) pipeline network, realize independent operation mode of gas field, pipeline network and utilization, strengthen government supervision, implement market access system and curb monopoly. Both natural gas and coalbed methane can be freely sold and imported into the pipeline network as long as the quality is up to standard and the price is reasonable, which can relieve the worries of foreign investment in coalbed methane exploration and development. After the development of coalbed methane forms a scale, it should go to the market like natural gas. It is necessary to consider the allocation of coalbed methane and natural gas resources and markets as a whole, and link resources and markets through pipe networks to promote the development of coalbed methane.

Strengthen the construction of coalbed methane storage and transportation facilities near the trunk lines of "West-East Gas Transmission", "Shaanxi-Beijing First Line" and "Shaanxi-Beijing Second Line" to provide basic conditions for the development of the downstream market of coalbed methane industry. Although coalbed methane and natural gas can be transported together, the produced coalbed methane is generally in a low pressure state after reaching the ground, and it must be transported by means of the main pipeline of "West-to-East Gas Transmission", which leads to a substantial increase in the production cost of coalbed methane, which can be solved by appropriately increasing some special gas pipelines for coalbed methane made of polyethylene.

(five) the establishment of coal-bed methane development and utilization demonstration project.

The ground development test of coalbed methane in China has changed from single well evaluation to well group test, and some coalbed methane development projects have shown the prospect of commercial development. The development of coalbed methane in China should adopt the principle of combining old areas with key breakthroughs. First, centralized development in Qinshui Basin and Ordos Basin with good resource conditions and high exploration degree will greatly improve the coalbed methane production capacity in the near future, and make a breakthrough in development and utilization, and establish demonstration projects of underground coalbed methane drainage, ground drilling and coalbed methane power generation in mining areas to promote the development of coalbed methane industry. A number of demonstration projects for coalbed methane development have been established in major national scientific and technological projects.

According to the current exploration results, it is suggested to give priority to the high-tech demonstration project of coalbed methane development and utilization in the southern Qinshui Basin. Within the range of 346km2 of proven reserves of coalbed methane, 50 wells have been drilled/kloc-0 and 40 wells have been fractured. At present, the daily production capacity is about 8× 104m3, and it is planned to deploy about 2,000 CBM development wells in the next five years to build a large-scale CBM production with an annual output of 20× 108 ~ 30× 108 m3.

(six) the introduction of preferential policies for the development of coalbed methane industry.

If the coalbed methane industry wants to develop greatly, the state's policy support for the development and utilization of coalbed methane must be in place. In a sense, the development of coalbed methane has great public welfare, and the state's support in exploration, research, taxes and fees is indispensable. In the early stage of the development of coalbed methane industry, it is very necessary for the government to invest funds and support policies. The development history of coalbed methane industry in the United States shows that the government's economic encouragement policy plays a decisive role. It is suggested that the state should introduce a tax policy that is superior to conventional natural gas development and foreign cooperation, and the applicable period is 10 ~ 15. Among them, the value-added tax rate is zero, the income tax is exempted for five years, and it is halved for five years. The use fee of exploration and mining rights is exempted, and the resource tax and resource compensation fee are exempted for 20 years. Arrange special funds to focus on supporting coal mine coalbed methane recovery and utilization projects; Give financial subsidies to coal-bed methane and coal mine gas extraction and utilization. For example, for every 1m3 coalbed methane extracted, 0.2 yuan will be given a subsidy, and for every 1m3 coalbed methane used, 0. 1 ~ 0.2 yuan will be given a subsidy. Subsidies returned from taxes paid by enterprises will not increase the financial burden of the state. By providing preferential tax policies, small and medium-sized enterprises and private enterprises are encouraged to participate in investment and financing, thus protecting the enthusiasm of enterprises to invest in coalbed methane industry.

(seven) to strengthen the management of coalbed methane exploration and development.

Strictly implement the first-level management of coalbed methane resources, clarify the responsibilities and rights between departments and enterprises, and create a good market operation environment in view of the current situation of uncoordinated development and utilization of coalbed methane and serious fragmentation.

Comprehensive exploration, development and utilization of coalbed methane resources should be carried out. It is suggested that the exploration and development of coalbed methane and conventional natural gas should be given priority under the condition of ensuring the normal demand of coal and natural gas in the country. Give coal-bed methane production enterprises the same national treatment, adopt market-oriented operation mode in system and mechanism, and encourage more enterprises to enter the field of coal-bed methane exploration and development. Establish a standardized, orderly and actively coordinated market for coalbed methane development and utilization, solve the unified management and coordination mechanism of coal-coalbed methane exploration and mining rights as soon as possible, and coordinate the interests of coal enterprises, coalbed methane enterprises and oil and gas enterprises in the management and development and utilization of coalbed methane resources from policies and systems. We must adhere to the principle of giving priority to the country and promote the development of coalbed methane industry with the active participation and support of local governments and enterprises. At the same time, strict management of CBM foreign cooperation, according to the contract standards, timely do a good job of CBM cooperation block nuclear reduction. Improve the technical specifications for comprehensive geological exploration and development of coalbed methane, resource prediction and evaluation specifications, reserve evaluation specifications and other corresponding technical specifications.

Protect valuable coalbed methane resources in coal mining areas and greatly reduce the amount of methane discharged into the atmosphere in China.

(9) Dynamic evaluation of coalbed methane resources.

With the constant change of geological understanding and exploration and development situation, the understanding of coalbed methane resources should be constantly updated, and regular evaluation is needed to realize the systematization, institutionalization and dynamics of resource evaluation, which provides an important scientific basis for formulating energy policies and compiling national medium-and long-term energy development plans. It is suggested that, on the basis of the new round of national evaluation results of coalbed methane resources, with the support of coalbed methane resources evaluation system, the basins and blocks that have been explored and developed should be dynamically evaluated every year according to the new exploration results and reserve changes. Focus on the evaluation of the utilization potential of coalbed methane resources in key areas near urban agglomerations and areas where the understanding of coalbed methane resources has changed greatly.
