Article 1: In order to popularize and strengthen national defense education, carry forward the spirit of patriotism, promote national defense construction and the construction of socialist spiritual civilization, this law is enacted in accordance with the National Defense Law and the Education Law.

Article 2 National defense education is the foundation for building and consolidating national defense and an important way to enhance national cohesion and improve the quality of the entire people.

Article 3: By carrying out national defense education, the state enables citizens to enhance their awareness of national defense, master basic national defense knowledge, learn necessary military skills, inspire patriotic enthusiasm, and consciously perform their national defense obligations.

Article 4 National defense education implements the policy of universal participation, long-term persistence, and emphasis on practical results, and implements the principles of combining regular education with centralized education, combining popular education with key education, and combining theoretical education with behavioral education, and determines corresponding education for different objects.

Classification organization and implementation of educational content.

Article 5 All citizens of the People's Republic of China and the State have the right and obligation to receive national defense education.

Popularizing and strengthening national defense education is the common responsibility of the entire society.

All state agencies and armed forces, political parties and social groups, enterprises and institutions, and grassroots mass autonomous organizations should organize their own regions, departments, and units to carry out national defense education based on their respective actual conditions.

Article 6: The State Council leads the national defense education work.

The Central Military Commission collaborates with the State Council to carry out national defense education for all.

Local people's governments at all levels shall lead the national defense education work within their respective administrative regions.

The resident military agencies assist and support local people's governments in carrying out national defense education.

Article 7: The national defense education work agency plans, organizes, guides and coordinates national defense education work.

The local agencies responsible for national defense education at or above the county level organize, guide, coordinate and inspect national defense education within their respective administrative regions.

Article 8: Education, civil affairs, cultural publicity and other departments shall be responsible for national defense education within the scope of their respective responsibilities.

The departments in charge of military recruitment, national defense scientific research and production, national economic mobilization, civil air defense, national defense transportation, and military facility protection are responsible for national defense education in accordance with the provisions of this Law and relevant laws and regulations.

Trade unions, the Communist Youth League, women's federations and other relevant social groups assist the people's government in carrying out national defense education.

Article 9 The Chinese People's Liberation Army and the Chinese People's Armed Police Force carry out national defense education in accordance with the relevant regulations of the Central Military Commission.

Article 10: The state supports and encourages social organizations and individuals to carry out activities beneficial to national defense education.

Article 11 The state and society shall commend and reward organizations and individuals who have made outstanding contributions to national defense education in various forms.

Article 12 The state establishes National Defense Education Day.

Article 13 National defense education in schools is the foundation of national defense education for the whole people and an important part of the implementation of quality education.

The education administrative department should include national defense education in its work plan, strengthen the organization, guidance and supervision of national defense education in schools, and conduct regular assessments of the national defense education work in schools.

Article 14 Primary schools and junior high schools should incorporate the content of national defense education into relevant courses, combine classroom teaching with extracurricular activities, and provide national defense education to students.

Qualified primary schools and junior middle schools can organize students to carry out youth military academy activities with the theme of national defense education.

The education administration department, the Communist Youth League organization and other relevant departments should strengthen the guidance and management of the activities of the juvenile military academy.

Primary schools and junior high schools can hire external counselors as needed to assist schools in carrying out various forms of national defense education activities.

Article 15 Colleges and universities, senior middle schools and schools equivalent to senior middle schools shall combine classroom teaching with military training to provide students with national defense education.

Colleges and universities should set up appropriate national defense education courses, and senior middle schools and schools equivalent to senior middle schools should arrange special national defense education content in relevant courses, and can carry out various forms of national defense education activities among students.

Military training for students in colleges and universities, senior middle schools and schools equivalent to senior middle schools shall be organized and implemented by the school's institution responsible for military training or military instructors in accordance with relevant national regulations.

Military agencies should assist schools in organizing military training for students.

Article 16 Schools should include national defense education in the school’s work and teaching plans, and take effective measures to ensure the quality and effectiveness of national defense education.

When schools organize military training activities, they should take measures to strengthen safety and security.

Article 17 Various educational institutions responsible for training state personnel shall incorporate national defense education into their training plans and set up appropriate national defense education courses.

The state selects and sends local and department heads to relevant military academies for training as needed to learn and master the national defense knowledge necessary to perform leadership responsibilities.

Article 18 State agencies shall adopt various forms to provide national defense education to their staff based on the nature and characteristics of their respective work.

State agency staff should have basic national defense knowledge.

State agency staff engaged in national defense construction must learn and master the national defense knowledge necessary to perform their duties.
