Article 1 Taiwan-funded enterprises can equally participate in the research and development innovation, testing and evaluation, and demonstration application system construction of major technical equipment, and can equally participate in the construction of industrial innovation centers, engineering research centers, enterprise technology centers, and industrial design centers.
Article 2 Taiwan-funded enterprises may participate in mainland China’s fifth-generation mobile communications (5G) technology research and development, standard formulation, product testing and network construction in accordance with market-oriented principles.
Article 3 Taiwan-funded enterprises can equally participate in circular economy projects in mainland China such as the resource utilization of urban construction waste, the resource utilization of garden waste, the harmless disposal and resource utilization of urban sludge, the comprehensive utilization of renewable resources and bulk industrial solid waste.
Article 4 Qualified Taiwan-funded enterprises can invest in air passenger and cargo transportation and general aviation services on the same basis as mainland enterprises, participate in the construction of civil aviation transport airports and general airports that comply with relevant plans, and carry out consulting, design, operation and maintenance and other services.
Article 5 Taiwan-funded enterprises may invest in theme parks and participate in the construction of tourism infrastructure and supporting services through franchising.
Article 6 Support qualified Taiwanese financial institutions and enterprises in initiating or participating in the establishment of new financial organizations such as small loan companies, financial leasing companies, and financing guarantee companies in areas where Taiwan-funded enterprises are concentrated.
Article 7 encourages localities to provide policy support for Taiwan-funded enterprises to increase investment based on local realities.
Article 8 Qualified Taiwan-funded enterprises can apply for guaranteed financing and other services from local government financing guarantee funds at all levels, and can obtain financing through equity custody trading institutions.
Allow Taiwan-funded enterprises to issue debt financing instruments in the inter-bank bond market.
Article 9 Taiwan-funded enterprises can enjoy trade relief and trade safeguard measures in accordance with the law on the same basis as mainland enterprises.
Article 10 Qualified Taiwan-funded enterprises can use export credit insurance and other tools in accordance with the law on the same basis as mainland enterprises to protect foreign exchange collection from exports and reduce foreign investment risks.
Article 11: Adopt a rapid inspection and release model for goods imported from Taiwan to the mainland, establish a management system that is conducive to the standardization and development of third-party inspection and identification agencies, and scientifically, steadily and orderly promote the first batch of goods imported from Taiwan to the mainland on the basis of risk analysis.
The results of third-party testing are accepted.
Implement risk assessment, pre-inspection and inspection, enterprise registration and other management for products that meet the requirements from Taiwan, and promote cross-strait cooperation in food, agricultural products, and consumer product safety supervision.
Article 12 Taiwan-funded enterprises can participate in the formulation and revision of industry standards on an equal basis with mainland enterprises, and jointly promote the interconnection of cross-strait standards.
Article 13 Qualified cross-strait youth employment and entrepreneurship bases and demonstration sites can apply for national-level technology business incubators, university science parks and nationally registered maker spaces.
Article 14 Taiwan compatriots may seek consular protection and assistance and apply for travel documents at the embassies and consulates of the People's Republic of China abroad.
Article 15 Taiwanese compatriots can apply to become members of professional farmer cooperatives and apply for eligible agricultural infrastructure projects and financial projects.
Article 16 Taiwanese compatriots can equally use transportation and other products provided by new transportation business enterprises.
Article 17 The pilot program in Fujian will provide preferential tariffs to Taiwan compatriots holding Taiwan resident certificates for using mainland mobile phone services.
Article 18 Taiwanese compatriots holding a Taiwan Resident Residence Permit enjoy the same treatment as mainland residents in terms of home purchase qualifications.
Article 19 Taiwanese cultural and creative institutions, units or individuals may participate in the construction and operation of mainland cultural and creative parks, and participate in various mainland cultural and creative competitions, cultural and artistic performances and exhibitions.
Taiwanese literary and artistic workers can work or study in mainland literary and art academies and research institutions.
Article 20 Taiwanese compatriots working in the mainland can apply for the Chinese Culture and Art Government Award for Animation.
Article 21 Taiwanese compatriots engaged in professional and technical work in mainland universities, scientific research institutions, public hospitals, and high-tech enterprises who meet the conditions can equally participate in the corresponding series and level professional title evaluations, and their participation in projects and achievements in Taiwan will be equal.
It is regarded as professional work performance, and the number of years of technical work in Taiwan is equally regarded as the number of years of professional and technical work.
Article 22 After graduating from high school, the children of Taiwanese businessmen who have obtained high school or secondary vocational school graduation certificates in the mainland can participate in the classified recruitment examinations of relevant higher vocational colleges in the mainland.
Article 23: Further expand the scope of institutions recruiting Taiwanese students and increase the proportion of institutions in the central and western regions and non-ministerial institutions.
Article 24 Taiwanese students can apply to their mainland universities in accordance with relevant regulations with their Taiwan resident residence permit to enjoy various funding policies.
Taiwanese teachers and students who teach and study in mainland universities can apply for government-sponsored study abroad qualifications with the same Taiwan resident residence permit.
Article 25 welcomes Taiwanese athletes to the mainland to participate in national sports competitions and professional leagues, actively provides convenient conditions for Taiwanese athletes, coaches, and professionals to come to the mainland for inspection, training, competition, work, exchange, etc., and prepares Taiwanese athletes for the 2022 Beijing Games.
