Compared with before the revision, the Insurance Security Fund Management Law has adjusted the fund payment base and highlighted the principle of protecting policyholders.

The "Insurance Security Fund Management Law" uses gross premium income as the payment base of the insurance security fund. Incoming business will no longer pay the insurance security fund, and professional reinsurance companies will no longer pay the insurance security fund.

This adjustment better reflects the basic principle that the insurance protection fund’s rescue targets are policyholders, not insurance companies.
