The economic benefits of land reclamation in disaster areas refer to the economic benefits obtained by investors or other economic entities by investing capital, labor and technology in reclaimed land.
Because the land destroyed by the disaster has no clear responsible person (mainly borne by the government), and the capital investment is large and the payback period is long, its benefits are mainly reflected from the ecological and social perspectives. Therefore, on the one hand, the land destroyed by disasters is mainly reclaimed through the government's special funds. On the other hand, the government can flexibly dispose of the land ownership after reclamation according to the principle of "whoever reclaims, who uses and benefits", and attract social funds to participate in the reclamation of damaged land in the form of shareholding, condominium, lease and cooperation.
