Legal basis: temporary measures of social assistance
Article 47 The state shall provide temporary assistance to families whose basic life is temporarily in serious difficulties due to accidents such as fire and traffic accidents, sudden illness of family members, or to families with minimum living guarantee whose basic life is temporarily in serious difficulties due to the sudden increase of necessary expenses beyond the family's affordability, and to families who encounter other special difficulties.
Forty-eighth applications for temporary assistance shall be submitted to the township people's government and the street offices, and after examination and publicity, they shall be examined and approved by the civil affairs department of the people's government at the county level; If the amount of assistance is small, the civil affairs department of the people's government at the county level may entrust the township people's government and the street office for examination and approval. In case of emergency, the examination and approval procedures may be simplified in accordance with regulations.
