The Measures for the Administration of Rural Highway Reconstruction Project has been implemented since September 26, 2005. The following is the full text of my measures. Welcome to read!

I. General principles

Article 1 These Measures are formulated in accordance with the Highway Law and relevant national laws and regulations for the purpose of implementing the rural highway construction plan and completing the rural highway reconstruction project construction task from 2006 to 20 10 on schedule.

These Measures are applicable to the projects in which the central government invested 654.38 billion yuan during the Eleventh Five-Year Plan period in the Rural Highway Construction Plan deliberated and adopted by the State Council to carry out pavement hardening transformation, paving asphalt, cement and other pavement subsidies.

Tongxiang (town) highway refers to the highway or trunk highway from county to township (town), connecting township (town) and township (town).

The highway connecting established villages refers to the highway connecting established villages with township (town) or trunk roads, and connecting national roads, provincial roads, county roads and township roads with one or more established villages.

Article 2 Rural highway reconstruction projects shall be managed by classification, follow the principle of consistency of powers and responsibilities, and perform construction procedures that conform to the characteristics of rural highway reconstruction projects.

Article 3 Relevant administrative departments, construction units, survey, design, construction and supervision units that implement rural highway reconstruction projects shall bear corresponding responsibilities in accordance with relevant laws and regulations.

Second, organization.

Article 4 The National Development and Reform Commission and the Ministry of Communications jointly set up the National Rural Highway Reconstruction Project Leading Group, which is responsible for making decisions, coordinating and solving major problems in the construction process. The leading group established the National Rural Highway Construction Office, located in the Ministry of Communications, to undertake specific affairs. Its main duties are: to guide the work of rural highway reconstruction projects, formulate technical policies for rural highway reconstruction projects, supervise the implementation of projects, summarize and exchange experiences, and collect, sort out and feed back construction information.

All provinces, autonomous regions, municipalities directly under the Central Government, and Xinjiang Production and Construction Corps should implement the corresponding management institutions and perform the corresponding duties of the local and national rural highway reconstruction project leading groups and offices.

Article 5 The development and reform commissions of all provinces, autonomous regions, municipalities directly under the Central Government and Xinjiang Production and Construction Corps shall be responsible for the preliminary work, matching funds implementation, coordination and supervision of rural highway reconstruction projects in their respective regions.

Sixth provinces, autonomous regions, municipalities directly under the central government, Xinjiang production and Construction Corps Communications Department (bureau, committee) is responsible for the organization and implementation of rural highway reconstruction projects, project management and quality supervision.

Article 7 The project owner shall be determined by the provinces, autonomous regions and municipalities directly under the Central Government according to the specific conditions. The competent leader of the project owner unit is the project leader.

Third, planning and preliminary work management.

Article 8 The transportation departments of all provinces, autonomous regions, municipalities directly under the Central Government, Xinjiang Production and Construction Corps and the Development and Reform Commission shall, in light of local conditions, jointly study and prepare the five-year plan and annual plan for rural highway reconstruction projects in their respective regions, and jointly submit them to the National Development and Reform Commission and the Ministry of Communications.

Article 9 The National Development and Reform Commission shall, jointly with the Ministry of Communications, review the plans of rural road reconstruction projects reported by various regions, formulate the five-year plan and annual construction plan of rural road reconstruction projects nationwide, and issue the annual construction plan.

Tenth rural highway reconstruction project feasibility study report by the provinces, autonomous regions, municipalities directly under the central government and the Xinjiang production and Construction Corps transportation departments submitted to the Development and Reform Commission for approval, and copied to the National Rural Highway Construction Office. The preliminary design (or construction drawing design) shall be examined and approved according to the current management regulations.

Article 11 Projects that use government bonds (investments in the central budget) shall be managed in accordance with the Interim Measures for the Administration of Investment Subsidies and Discounted Projects in the Central Budget (Order No.2004 of June 3, 20041). 3 1 of the national development and reform commission).

Article 12 All localities should follow the principle of "acting according to local conditions and capabilities", determine the technical standards of rural highway reconstruction projects in their own areas, strictly control the project cost, and strictly prohibit repeated declaration of construction projects.

Thirteenth projects reported by all localities that need to be included in the national annual investment plan must meet the following conditions:

-It has been incorporated into the national five-year construction plan;

-The construction unit and capital structure are clear.

Fourth, the project organization and management

Fourteenth local transportation departments and the development and Reform Commission should do a good job in the implementation of various policies and regulations related to project construction to ensure the smooth progress of rural highway reconstruction projects.

Fifteenth local transportation departments should, according to the actual situation, formulate measures for the construction and management of rural highway reconstruction projects suitable for local characteristics, strengthen quality supervision and construction management, and ensure the smooth implementation of the project construction.

Sixteenth rural highway reconstruction projects should implement the declaration system. At the beginning of each month, all localities should report the relevant information such as the progress of project construction and the report of funds in place as of last month to the National Rural Highway Construction Office. Major problems in the construction process should be reported in a timely manner, and the transformation project plan that has been issued must be strictly implemented, and it is not allowed to change the project or reduce the construction scale and construction standards without authorization. If adjustment is really necessary, it must be reported to the original examination and approval unit for approval, and reported to the Ministry of Communications and the National Development and Reform Commission for the record.

Seventeenth rural road reconstruction projects should be in accordance with the bidding law, according to the characteristics of rural roads, large-scale rural road reconstruction should be carried out "bundled bidding". Quality supervision departments at all levels and relevant personnel should conscientiously perform their duties, supervise and manage the project quality according to relevant regulations and standards, and ensure the project quality is qualified.

Eighteenth after the completion of the project, all localities should timely organize the project acceptance, according to the characteristics of rural roads in batches for the first phase of completion acceptance.

Nineteenth all localities should strictly implement the relevant provisions on the management of treasury bonds (investment in the central budget) and vehicle purchase tax funds, which are earmarked for special purposes and can only be used for direct engineering costs. No unit or individual may extract engineering consulting, examination and management fees, and it is strictly prohibited to intercept, occupy, misappropriate or use engineering construction funds beyond the scope.

Twentieth rural highway reconstruction projects according to the classification of national debt (investment in the central budget) and the central special fund accounts, the implementation of special account storage, separate accounts, separate accounting. The allocation and use of funds should be standardized management, strict system, to prevent losses and waste, improve the efficiency of the use of funds. It is necessary to strengthen the supervision of the whole process of the use of treasury bonds (investment in the central budget) funds and vehicle purchase tax funds.

Twenty-first rural highway reconstruction projects in addition to the funds arranged by the state, the relevant local departments must arrange the necessary local matching funds, and ensure timely and full delivery.
