The company was jointly funded by Xiamen State-owned Assets Investment Company, Xiamen Productivity Promotion Center and Xiamen High-tech Venture Center on 1998. Xiamen is the only venture capital company wholly funded by the government. In the same year, Wang Xiaobin, a local female investment banker in Xiamen, founded Xiamen Capital Operation Consulting Co., Ltd. (the predecessor of High Energy Capital Co., Ltd., hereinafter referred to as "High Energy Capital"). In addition, in 200 1 year, the Xiamen municipal government issued "Several Trial Provisions on Promoting the Development of Venture Capital in Xiamen" to further boost the development of venture capital industry in Xiamen.

However, until now, there are only the above two private equity companies in Xiamen.
