Article 1 In order to further improve the implementation effect of the national student loan policy and ensure the sustained and healthy development of the national student loan work, according to the "Jiangsu Provincial Department of Education, Jiangsu Provincial Department of Finance, People's Bank of China, Nanjing Branch, China Banking Regulatory Commission, Jiangsu Supervision Bureau forwarded the Notice of the Ministry of Education and the Ministry of Finance

These Measures are formulated in the spirit of the Notice of the People's Bank of China and the China Banking Regulatory Commission on Several Opinions on Improving the National Student Loan Policy (Su Jiaocai [2015] No. 6).

Article 2 In these measures, “national student loans” include credit-based student loans in the place of origin of students and national student loans in the campus of ordinary universities; “repayment assistance” refers to the provincial student financial aid management center’s provision of agency loans to eligible graduated students who have borrowed money.

Relief measures to repay the principal and interest of the loan balance.

Article 3 If graduate students who have applied for national student loans in Jiangsu Province encounter one of the following circumstances during the repayment period and are indeed unable to repay the loan on time, they may apply for repayment assistance.

(1) The student who borrowed the loan dies.

A death certificate and a household registration cancellation certificate issued by the public security department are required.

(2) All borrowing students have lost the ability to work or are severely disabled.

Those who have completely lost their ability to work must be certified by the Labor Appraisal Committee at or above the county level (including the county level) or the People's Hospital at or above the county level (including the county level), in accordance with the "Standards for Appraisal of the Degree of Disability of Employees' Work-related Injuries and Occupational Diseases" (GB/T16180-2006)

Appraisal certificate issued by Level 1 to Level 4 standards.

Those who are assessed as having a first- or second-level disability must present the "Disability Certificate of the People's Republic of China".

(3) It is indeed difficult for the borrower's family to recover and rebuild after a major natural disaster.

It is necessary to provide a certificate issued by the civil affairs department of the county-level people's government that after taking rescue in accordance with Articles 19, 20, and 21 of the "Regulations on Natural Disaster Relief", the family still has difficulty in recovering and rebuilding. The certificate should list the family members in detail.

Casualties and property damage.

(4) A member of the borrowing student’s family suffers from a serious illness.

It is necessary to present the local medical insurance reimbursement voucher and a copy of the medical record that are included in the coverage of urban residents' medical insurance or new rural cooperative medical care for major diseases.

(5) Other student borrowers who are eligible for repayment assistance and have been reviewed and confirmed by the Provincial Student Financial Aid Management Center.

Article 4 Repayment assistance shall be applied voluntarily by the student borrower (or the same borrower), and shall be accepted and initially reviewed by the county-level student financial aid management agency or the university student financial aid management center (hereinafter collectively referred to as the "student financial aid management agency").

Approved by the management center.

Article 5 Application for repayment assistance.

If a graduate student who borrows money meets the conditions for repayment assistance, he/she (or *** and the borrower) must fill in the "Jiangsu Province National Student Loan Repayment Assistance Application Approval Form" (Attachment 1), and hold the resident ID card, national student loan

Submit the original and copy of the contract and relevant certification materials to the county-level student financial aid management agency (credit student loan in the student's place of origin) or the graduating university (national student loan in the campus).

The applicant is responsible for the authenticity of the materials submitted.

Those who apply for repayment assistance with forged or invalid materials will, upon verification, be punished by relevant departments in accordance with the "Jiangsu Province Punishment Measures for Natural Persons' Breaking Trust (Trial)".

Article 6 Acceptance of repayment assistance.

The student financial aid management agency accepts repayment assistance applications all year round and shall not refuse to accept them without justifiable reasons.

For borrowers found during work who meet the conditions for assistance, student financial aid management agencies should proactively assist them in applying for repayment assistance.

If the materials provided by the applicant do not meet the requirements, the student financial aid management agency shall notify all the content that needs to be supplemented and corrected at once.

If the applicant obviously does not meet the conditions for repayment assistance, the application shall be rejected and the specific reasons shall be notified.

Article 7: Preliminary review of repayment assistance.

When the student financial aid management agency accepts the application on-site, it should carefully verify the authenticity and completeness of the application materials. After confirming that the original and photocopies of the certification materials are consistent, the originals will be returned and the applicant's resident ID card and main certification materials will be scanned for future use.

During the initial review, the student financial aid management agency should take measures such as household surveys, neighborhood visits, and information collection to investigate and verify the application reasons and supporting materials provided by the applicants, and keep relevant records.

In May and October every year, the student financial aid management agency enters the repayment assistance applications that have passed the preliminary review into the provincial student financial aid management system, uploads scanned files of relevant materials, and fills in the "Jiangsu Province National Student Loan Repayment Relief Preliminary Review Summary Form" (Appendix 2

), print it and stamp it with the official seal and submit it to the Provincial Student Financial Aid Management Center, and compile the original application materials into a volume for future reference.

Article 8 Final review of repayment assistance.

The Provincial Student Financial Aid Management Center should review the repayment assistance application in a timely manner, conduct on-site verification at a ratio of no less than 45%, and feedback the final results in writing to the relevant student financial aid management agency. Those who do not agree to provide assistance should state the specific reasons in the feedback.

Article 9 The sources of funding required for national student loan repayment relief include last year’s national student loan risk compensation balance reward funds, social donation funding and student scholarship funds, etc.

Article 10. In June and November of each year, the Provincial Student Financial Aid Management Center will contact the relevant national student loan handling bank for the approved application for assistance, and conduct centralized national student loan relief and reimbursement operations, with the receipt issued by the handling bank.
