Municipal supervision, auditing, people's bank and other departments shall cooperate with the collection of administrative fees (funds). Article 4 Banks may collect qualified administrative fees (funds). Specific projects are proposed by the municipal finance department in conjunction with the municipal price department, and announced by the municipal finance department and the municipal price department after being approved by the Municipal People's government. Other administrative fees (funds) are still levied according to the Interim Provisions of Qingdao Municipality on Administrative Fees and Fund Management and the relevant provisions of the financial department. Article 5 Collection banks and collection outlets for administrative fees (funds) shall be determined by the municipal finance department and published after being reported to the People's Bank for the record.
For the charging items with relatively concentrated charging units or relatively concentrated charging time, centralized charging, fixed-point charging at fixed time or designated charging outlets can be implemented. The specific measures shall be agreed by the municipal finance department and the charging unit. Article 6 The municipal finance department and the charging unit shall sign an agency charging agreement with the collecting bank. The contents of the agreement include:
(1) Names and distribution of collecting banks and collecting outlets;
(2) Agency charging method;
(three) the transfer, reconciliation and time limit of the fee funds;
(four) the use of bills;
(5) service quality requirements;
(6) collecting fees;
(7) Liability for breach of contract;
(8) Other related matters. Article 7 Administrative fees (funds) collected by banks shall be handled according to the following procedures:
(1) The charging unit issues the Notice of Collection of Administrative Fees (Funds) in Qingdao to the payer (hereinafter referred to as the Notice);
(2) Within/0/5 days after receiving the notice, the payer shall fill in the Letter of Payment for Administrative Fees (Funds) in Qingdao (hereinafter referred to as the Letter of Payment) and go through the payment formalities at the collection bank and collection outlets;
(three) the collecting bank and the collecting network shall handle the relevant formalities according to the notice and payment book;
(four) the charging unit shall confirm the payer's payment and handle other matters with the "Notice of Payment" and "Letter of Payment" stamped with the seal of the bank acceptance bill;
(five) the collection bank and collection outlets will timely and fully deposit the amount of fees into the special account designated by the municipal finance department.
"Notice" and "payment book" by the municipal finance department unified supervision. Article 8 If the payer has any objection to the charging items and standards, he shall apply to the municipal price department for review within 7 days after receiving the notice. The municipal price department shall, within 7 days after receiving the application, notify the payer in writing of the review conclusion, and the payer shall pay the fee according to the review payment amount.
If the review conclusion is inconsistent with the amount of the payment notice, the municipal price department shall send a copy of the review conclusion to the charging unit and the municipal finance department. Article 9 If the payer fails to pay the fee within the time limit, the collecting bank or collecting outlet will charge a late fee of 0.5% of the payable amount every day. Where laws, regulations and rules provide otherwise, such provisions shall prevail.
If the payer applies to the municipal price department for review, the payment period will not be extended during the review period. Article 10 If the charging unit fails to use the notice, payment book or its contents under the unified supervision of the Municipal Finance Department, the payer has the right to refuse to pay, and the collecting bank and collecting outlets shall refuse to pay. Eleventh municipal finance department shall determine the charging codes of charging units and charging items, and do a good job in the statistics, final accounts and check of charging funds. Twelfth charging units shall establish a charging account with the payment notice and payment book, and submit a report on the collection of administrative fees (funds) to the municipal finance department in accordance with the provisions.
The collecting bank shall regularly check with the municipal finance department and the charging unit to ensure that the amount charged is consistent with the amount receivable. Thirteenth charging units shall accept the supervision and inspection of fees by the departments of finance, price, auditing and supervision, and truthfully provide relevant information and materials. Fourteenth administrative fees (funds) collected by banks with the approval of the Municipal People's Government, where the original charging unit directly charges or sets up a charging account without authorization, shall be handled by the departments of finance, price and supervision according to their respective responsibilities. Fifteenth the problems in the specific implementation of these measures shall be interpreted by the Municipal Finance Bureau. Article 16 These Measures shall come into force as of the date of promulgation. District (city) level is responsible for the collection of administrative fees (funds), can be implemented with reference to these measures.
