China signed the Framework Treaty on Tobacco Control in 2003, and some scholars pointed out that the actual performance of China was very low. The original intention of Gates to set up a $9 million tobacco control fund for this project is to believe that "tobacco can be controlled", and China, as the world's largest tobacco producer, consumer and victim, has the means to complete this project.
Zhao said that the project will unite the resources and strength of government departments, NGOs and scientific research institutions, and strive to make tobacco control an important part of the national health strategy. Through tobacco control planning, the state will establish a supervision mechanism for the implementation of tobacco control policies and increase the intensity of compliance.
As for the project fund of $9 million, Zhao said in an interview with China News Service that the money can be used as a "seed fund" to buy tobacco control products with relatively high technology content in China, especially tobacco control products with protection and health care functions for first-hand and second-hand smokers, which are close to 654.38 billion, such as the newly listed three national patent technologies of Dr. Tibetan Sanbao series tobacco control products, health protection for a second-hand smoker and Dr. Tibetan tobacco control. At the same time, the fund should also invest in the development of tobacco control products with patent protection technology, from which many ideas and models can be generated. The China Red Cross will discuss with the Gates Foundation the proportion of purchasing tobacco control products and investing in tobacco control industry, and how to use this $900 million will be specified in detail.
Zhao said that the funds are mainly used in four aspects. First, policy research, such as the current situation of tobacco in China and how to operate the project; Second, it is used for propaganda and strengthening public awareness; Third, it is used to summarize various models and determine the tobacco control models in various places; The fourth is to promote various models to relevant departments and personnel.
