Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on the Protection of Disabled Persons (hereinafter referred to as the Law on the Protection of Disabled Persons) and in light of the actual situation of the autonomous region in order to protect the legitimate rights and interests of disabled persons, develop undertakings for disabled persons and ensure their equal and full participation in social life. Article 2 The term "disabled persons" as mentioned in these Measures shall be determined according to the scope stipulated in Article 2 of the Law on the Protection of Disabled Persons.

Disabled persons shall be identified by hospitals designated by the health administrative departments of the people's governments at or above the county level according to the disability standards stipulated by the state, and the Disabled Persons' Federation at the county level shall issue the Disabled Persons' Card. Article 3 Disabled persons enjoy equal rights with other citizens in political, economic, cultural, social and family life.

The civil rights and personal dignity of disabled people are protected by law. Discrimination, insult and infringement of disabled persons are prohibited. Article 4 disabled soldiers, armed police, public security police and other persons disabled in the line of duty, as well as other persons disabled in order to safeguard the interests of the state and the people, shall be given preferential treatment and pensions, and special assistance shall be given. Article 5 People's governments at all levels shall incorporate the cause of the disabled into the local national economic and social development plan, and the funds shall be included in the fiscal budget, and gradually increase according to the local national economic development.

The people's government of the autonomous region can organize special fund-raising activities to help the disabled, and all the fund-raising funds will be used to develop the cause of the disabled. Article 6 The people's governments at or above the county level shall set up coordination bodies for the work of disabled persons, which shall be responsible for coordinating relevant departments to do a good job in the work of disabled persons, and their offices shall be located in the Federation of Disabled Persons at the same level. Article 7 Disabled Persons' Federation represents the interests of disabled persons, safeguards their legitimate rights and interests, unites and educates them and serves them; Entrusted by the government to manage the affairs of the disabled. Article 8 People's governments at all levels, relevant departments, units and citizens must abide by and implement laws and regulations on eugenics and disability prevention, and take effective measures to prevent the occurrence and development of disability. Article 9 Disabled persons must abide by laws and regulations, perform civic duties, observe public order and respect social morality.

Disabled people should carry forward the spirit of optimism, self-esteem, self-confidence, self-improvement and self-reliance and contribute to socialist construction. Article 10 People's governments at all levels or relevant departments shall commend and reward disabled people who have made remarkable achievements in socialist construction, and units and individuals who have made remarkable achievements in safeguarding their legitimate rights and interests, developing their undertakings and serving them. Chapter II Rehabilitation Article 11 People's governments at all levels shall allocate funds and take other measures to carry out rehabilitation work for the disabled according to the rehabilitation plan for the disabled formulated by the state. Twelfth hospitals at or above the county level shall establish special rehabilitation institutions or rehabilitation departments (rooms) to provide rehabilitation medical care for the disabled. Carry out research on rehabilitation medical technology to improve the level of rehabilitation medical care. Thirteenth social welfare enterprises and institutions should be equipped with full-time or part-time rehabilitation personnel, and actively carry out rehabilitation training for the disabled.

Urban grass-roots organizations should create conditions to gradually carry out community rehabilitation work. Fourteenth people's governments at all levels and relevant departments should actively organize the development, production and maintenance of articles and appliances for the disabled, and improve the supply situation. Support should be given to the development, production and operation of articles and appliances for the disabled. Fifteenth disabled persons within the scope of rehabilitation projects determined by the state, in order to restore and compensate their functions, the expenses for receiving rehabilitation treatment shall be implemented in accordance with the following provisions:

(a) belongs to the scope of free medical care and labor insurance benefits, according to the relevant provisions of the state and the autonomous region;

(two) do not enjoy free medical care, labor insurance benefits, by myself. If life is indeed difficult, the local township (town) people's government, street offices and civil affairs departments shall give appropriate subsidies upon application by themselves or their immediate family members;

(three) no ability to work, no dependents, no source of income, by the civil affairs department in accordance with the relevant provisions of subsidies. Chapter III Education Article 16 Education for the disabled follows the principle of combining popularization with improvement, focusing on popularization, focusing on the development of nine-year compulsory education and vocational and technical education, actively developing pre-school education and gradually developing education above senior secondary school. Article 17 People's governments at all levels shall implement compulsory education for disabled children and adolescents who have the ability to receive general education, formulate unified plans, and gradually increase the enrollment rate of disabled children and adolescents. Article 18 Ordinary senior secondary schools, specialized secondary schools, technical schools and institutions of higher learning shall enroll disabled candidates who meet the admission standards prescribed by the state, and shall not refuse to enroll them because of their disabilities. Vocational and technical schools with appropriate majors can appropriately relax the admission conditions for disabled candidates. Article 19 People's governments at all levels shall, in accordance with the principle of overall planning and rational distribution, gradually set up educational institutions for the disabled, such as schools for blind children, schools for the deaf and dumb, and schools for the mentally handicapped, where conditions permit and students are available.

The education administrative departments at or above the county level shall be equipped with full-time or part-time personnel to be responsible for special education, and gradually improve the special education system. Twentieth disabled students who receive compulsory education are exempt from tuition and miscellaneous fees, and the textbook fees are reduced or exempted according to the actual situation.

Students studying in special education schools should enjoy grants if their family life is really difficult. Twenty-first labor and education administrative departments and disabled persons' federations shall provide conditions for vocational skills training for disabled persons and carry out vocational skills training for disabled persons in a planned way.

Encourage disabled people to study by themselves.
