Application and evaluation of the project management method of the National Natural Science Foundation of China for Youth Science Fund
Article 4 The Natural Science Foundation of China shall, according to the fund development plan, the discipline development strategy and the evaluation report of the fund support, formulate the annual project guide on the basis of extensive listening to opinions and argumentation by the expert review team. The annual project guide should be published 30 days before the start date of accepting project applications.

Article 5 Scientific and technical personnel of supporting units may apply for youth fund projects if they meet the following conditions:

(1) Having basic research experience;

(two) with senior professional and technical positions (titles) or doctoral degrees, or two scientific and technical personnel with senior professional and technical positions (titles) in the same research field;

(3) He was under 35 years old on June 65438+1 October1of the year of application.

Scientific and technical personnel engaged in basic research have the conditions specified in the preceding paragraph, and if they have no work unit or their unit is not a supporting unit, they may apply after consulting with and obtaining the consent of the supporting unit. Relying on the unit should be regarded as the scientific and technological personnel of the unit to implement effective management.

Article 6 The following scientific and technical personnel shall not apply for youth fund projects:

(a) The person in charge is undertaking a youth fund project;

(two) as the person in charge of the Youth Fund project;

(3) those who are studying for a postgraduate degree.

In item (3) of the preceding paragraph, if the on-the-job doctoral students meet the conditions stipulated in Article 6, they may apply through the supporting units they employ with the consent of their tutors.

Article 7 The number of projects applying for the Youth Fund shall meet the following requirements:

(a) as an applicant, the application for youth fund projects in the same year is limited to1;

(two) personnel with senior professional and technical positions (titles), the number of youth fund projects applied for in that year and the total number of youth fund projects undertaken as participants shall not exceed 2;

(3) With senior professional and technical positions (titles), the total number of youth fund projects that participated in the declaration in that year and the number of youth fund projects being undertaken by the person in charge or participants shall not exceed 2;

(4) The limitation on the number of applications in the annual project guide.

Article 8 The applicant shall be the actual person in charge of applying for youth fund projects, with a limit of 1.

Participants should focus on young people. If the participant and the applicant do not belong to the same unit, the unit to which the participant belongs shall be a cooperative research unit, and there shall be no more than two cooperative research units.

The research cycle of youth fund projects is generally 3 years.

Article 9 The applicant shall submit a written application through the supporting unit according to the requirements of the annual project guide. The applicant shall be responsible for the authenticity of the application materials submitted.

The supporting unit shall review the authenticity and completeness of the application materials and submit them to the Natural Science Foundation of China.

The applicant can provide the Natural Science Foundation of China with a list of three communication review experts who are not suitable for reviewing their project applications.

Article 10 An applicant or participant with a senior professional and technical post (title) shall indicate it when applying in any of the following circumstances:

(1) The units that applied for or participated in applying for various projects in that year were inconsistent;

(two) inconsistent with the units undertaking various projects. Eleventh Natural Science Foundation Committee shall complete the preliminary examination of the application materials within 45 days from the deadline for project application. In accordance with the provisions of these measures, accept and publish the basic information of the applicant and the name of the supporting unit and the name of the application project. In any of the following circumstances, it will not be accepted, and the applicant will be notified in writing through the supporting unit, explaining the reasons:

(a) the applicant does not meet the conditions stipulated in these measures;

(two) the application materials do not meet the requirements of the annual project guide;

(3) Failing to submit the application within the prescribed time limit;

(four) the applicant or participant shall not apply for or participate in the application for the National Natural Science Foundation project;

(five) the punished unit shall not be used as a supporting unit during the punishment period.

Twelfth Natural Science Foundation Committee is responsible for organizing peer experts to review the accepted project applications. Project review procedures include communication review and meeting review.

Thirteenth evaluation experts should independently judge and evaluate the project application from the aspects of scientific value, innovation, social impact and feasibility of the research plan, and put forward evaluation opinions.

The evaluation experts should also consider the applicant's innovation potential when making evaluation opinions.

Fourteenth for the accepted project application, the Natural Science Foundation of China shall, according to the application content and relevant evaluation requirements, randomly select more than 3 experts from the peer expert database for exchange evaluation. The same expert group should be selected for similar project applications.

When selecting experts, the Natural Science Foundation of China shall consider the list of experts provided by the applicant who are not suitable for evaluating the project application.

The effective review opinions of each project application shall not be less than 3.

Fifteenth after the completion of the communication review, the Natural Science Foundation of China shall organize experts to review the project application. The meeting review experts shall come from the expert review group, and other experts may be invited to participate in the meeting review when necessary.

The Natural Science Foundation of China shall sort out and classify the project applications according to the communication review for the reference of the meeting review experts, and shall also provide the annual funding plan, project applications and communication review opinions and other review materials to the meeting review experts.

On the basis of giving full consideration to the communication review opinions and funding plans, the conference review experts will vote on the conference review projects by secret ballot, and the projects recommended for funding must be approved by more than half of the experts present.

Sixteenth projects that most communication review experts think should not be funded, and two or more conference review experts think are innovative, they can be recommended by signature. On the basis of fully listening to the suggestions, the experts of the conference review will vote by secret ballot, and the projects to be funded must be approved by more than two-thirds of the experts attending the conference review.

Article 17 The Natural Science Foundation of China shall decide the funded projects according to the provisions of these Measures and the voting results of the expert meeting.

Article 18 If the Natural Science Foundation of China decides to grant a grant, it shall make a grant notice in time according to the expert evaluation opinions and the amount of grant, notify the supporting unit and the applicant in writing, and publish the basic information of the applicant, the name of the supporting unit, the name of the applied project and the amount of grant. If it decides not to grant funding, it shall promptly notify the applicant and the supporting unit in writing and explain the reasons.

The Natural Science Foundation of China shall sort out the expert review opinions and provide them to the applicants and supporting units.

Article 19 If an applicant is not satisfied with the decision not to accept or grant funds, he may submit a written application for reexamination to the Natural Science Foundation of China within 15 days from the date of receiving the notice. There are different opinions on the academic judgment of the evaluation experts, which shall not be used as the reason for applying for evaluation.

The Natural Science Foundation of China shall examine and handle the application for review in accordance with the relevant provisions.

Twentieth youth fund project evaluation should implement the relevant provisions of the Natural Science Foundation of China on the avoidance and confidentiality of project evaluation.
