Chapter I General Provisions
Article 1 In order to promote the company to save water, ensure the implementation of the company's low-cost sustainable development strategy and protect the environment, these measures are formulated in accordance with the People's Republic of China (PRC) Water Law, the Administrative Measures for Industrial Water Conservation of the State Economic and Trade Commission (to be determined), the Opinions on Strengthening Industrial Water Conservation and other relevant laws and regulations, and in combination with the actual situation of the company.
Article 2 These Measures aim to promote the progress of water-saving technology, improve the utilization efficiency of water resources and promote the development of water-saving undertakings by strengthening water-saving management.
Article 3 The company encourages supporting departments and employees to carry out research and popularization of water-saving science and technology, and all departments and employees have the obligation and responsibility to perform water saving.
Chapter II Management System and Responsibilities
Article 4 The General Affairs Department of the Company comprehensively manages the water-saving work of all departments, and its main responsibilities are:
(1) is responsible for organizing the implementation of national laws, regulations, principles and policies on water saving, studying and formulating water saving management methods, regulations and standards applicable to the company, and organizing their implementation.
(II) According to the company's overall development strategy, be responsible for organizing the preparation of long-term development plans and annual work plans for water-saving work, and organizing their implementation.
(III) Responsible for organizing water-saving monitoring of key water-using equipment, devices and systems, and promoting the company to improve the efficiency of water resources utilization.
(four) responsible for organizing the exchange of water-saving information and the popularization and application of new water-saving technologies, and participating in the establishment, implementation and performance evaluation and acceptance of large-scale water-saving projects.
(five) to participate in the water-saving demonstration of large-scale fixed assets investment projects and the review of the "water-saving chapter" of the preliminary design, and to participate in the project completion acceptance.
(VI) Be responsible for the construction and management of water-saving information system, and compile and publish statistical information on water use and water saving of the company.
(VII) To be responsible for organizing and guiding water-saving publicity and business technical training of water-saving personnel of the company.
(VIII) To be responsible for guiding the construction and business work of the subordinate departments of the company, and guiding and assisting in organizing the promulgation of water-saving standards.
Fifth water-saving management departments of various departments are responsible for organizing the water-saving work of their own departments, and undertake the following main responsibilities:
(1) Be responsible for implementing the laws, regulations, measures, regulations and standards of the state and the company on water conservation; Organize the formulation of water-saving management measures, rules and regulations and water quota of the company, and organize their implementation.
(II) To be responsible for organizing the formulation and implementation of the company's annual water use plan, water-saving plan and long-term plan, supervising the company's rational water use, and assessing, rewarding and punishing the water use and water-saving indicators of the subordinate units of the company.
(III) Be responsible for organizing the formulation and implementation of the company's water-saving technical transformation plan, and popularizing and applying new water-saving technologies and products.
(IV) Responsible for organizing water-saving monitoring of key equipment, devices and systems of the company.
(V) Participate in the water-saving demonstration of the company's fixed assets investment projects, participate in the feasibility study of the project and the review and completion acceptance of the "water-saving chapter" of the preliminary design.
(VI) To be responsible for the statistical analysis of water consumption of the Company, regularly submit water-saving statistical statements, water resources utilization and water-saving work reports to the superior, and release water-saving information of the Company.
(seven) responsible for organizing water-saving training and water-saving publicity.
Sixth departments with annual water consumption of more than 50 cubic meters must set up full-time water-saving posts. Water-saving post personnel should be familiar with the laws, regulations, measures, provisions and standards of the state and the company on water-saving work, and have professional knowledge, practical work experience and technical titles above the intermediate level.
Chapter III Water Management
Seventh water-saving plan management. The water-saving department of the company issues the water-saving index plan of each department every year, and each department should decompose the issued index into various water-using groups to implement water-saving measures.
Eighth water-saving statistical management. The water-saving department of the company regularly counts, analyzes and publishes the water use and water saving situation of each department.
All departments should establish and improve the original records (bills and vouchers) and statistical ledgers of water use, and submit the statistical statements and analysis reports of water use and water saving in the previous year to the company before June 65438+1October 65438+May every year, and submit the statistical statements of water use and water saving in the first half of the year to the company before June 65438+May.
Ninth water-saving monitoring and management. The company's environmental protection station undertakes the technical work of water-saving monitoring, and is entrusted by the water-saving management department to inspect, test and evaluate the water use status of the water-using department according to relevant water-saving laws and standards, and to test and evaluate new water-saving technologies and products. Water-saving monitoring funds shall be arranged by the entrusting department.
The main water system of key water departments shall implement water-saving monitoring in a planned way every year, at least once every 5 years.
Tenth water-saving management of fixed assets investment projects.
(a) the annual fresh water consumption of more than 30 cubic meters of fixed assets investment projects, the feasibility study report must have a "water saving chapter" to demonstrate the rationality of water use, and the preliminary design documents must have a "water saving chapter" to implement the water saving indicators, measures and requirements put forward in the feasibility study report.
(two) the competent department of the project shall, in conjunction with the general affairs department, inspect and supervise the implementation and realization of water-saving measures and water consumption indicators in the project "Water Saving Chapter (Chapter)". No water-saving articles (chapters) or projects that fail to meet the requirements of relevant water-saving design specifications after examination shall not be approved for construction, and projects whose main water consumption indicators fail to meet the requirements of design specifications shall not be completed and accepted.
Eleventh standardized management of water saving. All departments should implement the national, industry and company water-saving standards, and can formulate their own water-saving standards according to the situation. The formulation of water-saving standards should be based on the principles of advanced technology, economic rationality, compliance with national and industrial policies and company characteristics, and being conducive to strengthening water-saving work.
Twelfth water quota management. All departments should formulate advanced, reasonable and feasible water quota for main products (operations), and revise it regularly (usually for three years), and implement water quota assessment for unit products.
Thirteenth water metering management. All departments shall equip, manage and use water measuring instruments in accordance with the Metrology Law of People's Republic of China (PRC) and the national standard General Rules for Equipment and Management of Energy Measuring Instruments of the Company. Domestic water and production water should be measured separately, and measurement assessment, measurement accounting and measurement fees should be implemented. Free use or packaging of the charging system is not allowed.
Article 14 Water supply management. Do a good job in the management of water collection, transportation, distribution and use to prevent the loss and waste of water resources.
Fifteenth water-saving publicity and education. Companies and departments should actively organize and publicize national and company water-saving laws, regulations, methods, regulations and standards, popularize water-saving scientific knowledge, and raise the awareness of all employees.
Water-saving managers and technicians at all levels should actively participate in water-saving training organized by the state, companies and departments. Operators of key water-using posts shall not work at their posts without water-saving education and training.
Chapter IV Rational Water Use
Article 16 The company shall establish a working mechanism conducive to water conservation and bring it into the economic responsibility system.
Article 17 The company shall protect and develop water resources according to local conditions according to the needs of production and life. Actively develop and utilize electroplating wastewater resources, and gradually realize wastewater resource utilization.
Article 18 The company implements classified water supply according to the different needs of production and life.
Article 19 The company should improve the reuse rate of water, set up air cooling (condenser) system reasonably, and reduce the cooling water.
Article 20 The company should advocate multi-purpose of one water and zero discharge of production sewage, improve the reuse rate of sewage treatment and reduce the consumption of fresh water.
Chapter V Progress of Water Technology
Article 21 The company determines and organizes the implementation of water-saving demonstration projects with guiding function, and all departments actively implement water-saving projects in line with national policies and adopt new water-saving technologies and products.
Twenty-second departments shall, according to the actual production and operation, arrange water-saving funds in scientific research funds for the research of advanced water-saving technologies.
Twenty-third departments should arrange enough funds for technological transformation for the implementation of water-saving technological transformation.
Twenty-fourth water-saving comprehensive management departments should track and evaluate water-saving projects, and analyze and evaluate the benefits of water-saving investment.
Article 25 The Company encourages all departments to adopt the water-saving technical service mechanism of * * * taking risks and * * * gaining income to promote the implementation of water-saving technical transformation projects.
Chapter VI Reward and Punishment
Twenty-sixth enterprises and departments shall commend and reward advanced water-saving units and individuals.
Twenty-seventh departments should be based on the net income of water-saving projects, part of the total wages for water-saving awards, and the achievement awards of major water-saving projects of enterprises shall be paid from the chairman's award fund.
Twenty-eighth companies and departments in violation of the provisions of the units and individuals, depending on the seriousness of the case to informed criticism; Those who neglect their duties and cause serious waste of water resources and economic losses shall be investigated for responsibility and given administrative and economic penalties.
Chapter VII Supplementary Provisions
Twenty-ninth departments can formulate corresponding management measures according to these measures and the actual situation of their own departments.
Article 30 The General Affairs Department of the Company shall be responsible for the interpretation of these Measures.
Article 31 These Measures shall come into force as of the date of promulgation.
