Voluntary service ordinance
Article 1 These Regulations are formulated for the purpose of protecting volunteers, voluntary service organizations and their legitimate rights and interests, encouraging and standardizing voluntary service, developing voluntary service, cultivating and practicing socialist core values, and promoting social civilization and progress.
Article 2 These Regulations shall apply to voluntary service and activities related to voluntary service in People's Republic of China (PRC). The term "voluntary service" as mentioned in these Regulations refers to the public services provided by volunteers, voluntary service organizations and other organizations to the society or others voluntarily and free of charge.
Article 3 Voluntary service shall follow the principles of voluntariness, free of charge, equality, honesty and legality, and shall not violate social morality, harm public interests and the legitimate rights and interests of others, or endanger national security.
Article 4 The people's governments at or above the county level shall incorporate the cause of voluntary service into the national economic and social development plan, reasonably arrange the funds needed for voluntary service, and promote the development of voluntary service in a wide range of coverage, levels and fields.
Fifth national and local spiritual civilization construction guidance institutions should establish a voluntary service coordination mechanism, and strengthen the overall planning, coordination and guidance, supervision and inspection and experience promotion of voluntary service. The civil affairs department of the State Council is responsible for the national volunteer service management; The civil affairs departments of local people's governments at or above the county level shall be responsible for the management of voluntary services within their respective administrative areas. The relevant departments of the people's governments at or above the county level shall be responsible for the work related to voluntary service in accordance with their respective responsibilities. Trade unions, the Communist Youth League, women's federations and other relevant people's organizations and mass organizations shall do a good job in corresponding volunteer service within their respective scope of work.
Article 6 The term "volunteers" as mentioned in these Regulations refers to natural persons who engage in voluntary service with their own time, knowledge, skills and physical strength. The term "voluntary service organization" as mentioned in these Regulations refers to a non-profit organization established according to law for the purpose of voluntary service.
Seventh volunteers can register their identity information, service skills, service hours, contact information and other personal basic information. Through the voluntary service information system designated by the civil affairs department of the State Council, or through voluntary service organizations. The basic personal information provided by volunteers should be true, accurate and complete.
Eighth voluntary service organizations can take the form of social organizations, social service institutions, foundations and other organizations. The registration management of voluntary service organizations shall be implemented in accordance with the provisions of relevant laws and administrative regulations.
Article 9 Voluntary service organizations may set up trade organizations according to law to reflect the needs of the trade, promote trade exchanges and promote the development of voluntary services.
Tenth in the voluntary service organizations, according to the provisions of the articles of association of China * * * production party, the establishment of China * * * production party organization, to carry out party activities. Voluntary service organizations should provide necessary conditions for the activities of party organizations.
