Article 3 The province will take promoting the development of small and medium-sized enterprises as a long-term development strategy, adhere to equality of rights, opportunities and rules for all types of enterprises, strengthen fiscal and taxation support, financing promotion, entrepreneurship support, innovation promotion, service guarantee and rights protection, increase policy support and accurate services for small and medium-sized enterprises, especially small and micro enterprises, and create a good environment for their entrepreneurial development. The local people's governments at or above the county level should strengthen their leadership over the promotion of small and medium-sized enterprises, incorporate the promotion of small and medium-sized enterprises into the national economic and social development plan, formulate policies and measures to promote the development of small and medium-sized enterprises, establish a coordination mechanism for the promotion of small and medium-sized enterprises, and coordinate and solve major problems in the development of small and medium-sized enterprises. Article 5 The provincial industrial and information management department is the comprehensive management department of the promotion of small and medium-sized enterprises in this province, which organizes the implementation of national and provincial policies and measures to promote the development of small and medium-sized enterprises, and conducts comprehensive coordination, service guidance, supervision and inspection of the promotion of small and medium-sized enterprises.
Districts of the city and county (city) is responsible for the comprehensive management of small and medium-sized enterprises, and under the guidance of the provincial industrial and information management departments, do a good job in the coordination, service, guidance and supervision and inspection of promoting the development of small and medium-sized enterprises within their respective administrative areas.
Departments of development and reform, science and technology, judicial administration, finance, human resources and social security, ecological environment, commerce, government service management, market supervision and local financial supervision shall, according to their respective responsibilities, do a good job in promoting the development of small and medium-sized enterprises. Article 6 The local people's governments at or above the county level shall support the strategy of integrating small and medium-sized enterprises to serve the country, guide their professional, refined, characteristic and innovative development, focus on the main business according to local conditions, accelerate transformation and upgrading, enhance the competitiveness of market segments, promote small and medium-sized enterprises to become better and stronger, and cultivate more enterprises with leading position and core competitiveness in the industry. Article 7 The relevant industry organizations of small and medium-sized enterprises shall strengthen the self-discipline management of the industry, safeguard the legitimate rights and interests of members according to law, reflect the reasonable demands of members, and provide services for the innovation, market development and standardized development of small and medium-sized enterprises. Article 8 The legitimate rights and interests of small and medium-sized enterprises are protected by law, and no unit or individual may infringe upon them.
Small and medium-sized enterprises should operate legally, be honest and trustworthy, perform legal obligations such as environmental protection and safety in production, and shall not harm the public interests and the legitimate rights and interests of workers. Chapter II Financial and Tax Support Article 9 Local people's governments at or above the county level shall, according to the actual situation, arrange special funds for the development of small and medium-sized enterprises in their budgets. The proportion of special funds for the development of small and medium-sized enterprises used for small and micro enterprises shall not be less than one third.
Special funds for the development of small and medium-sized enterprises mainly support the transformation and upgrading of small and medium-sized enterprises, scientific and technological innovation, public service system construction and market development through funding, service purchase and incentives. Adhere to the principle of openness and transparency in the management and use of funds, and implement budget performance management. Article 10 Other relevant special funds of local people's governments at or above the county level to support the development of enterprises should be appropriately inclined to small and medium-sized enterprises, mainly used for small and medium-sized enterprises, with emphasis on supporting their technological innovation, business innovation, service innovation, circular economy, energy conservation and emission reduction, cleaner production and other activities. Article 11 Local people's governments at or above the county level may set up small and medium-sized enterprise development funds according to actual needs, which are mainly used to guide and drive social funds to support small and medium-sized enterprises in the initial stage and promote entrepreneurial innovation. Article 12 Venture capital guiding funds set up by the people's governments of provinces and cities divided into districts shall guide venture capital institutions and private equity investment funds, and focus on investing in small and micro enterprises in the region that meet the industrial development orientation.
Encourage social capital to set up venture capital funds to support the development of small and medium-sized enterprises by means of equity investment. Thirteenth local people's governments at or above the county level shall establish and implement the list system of administrative fees related to enterprises, and implement the national and provincial preferential policies for the reduction and exemption of administrative fees for small and medium-sized enterprises. Article 14 The tax authorities shall guide and help small and medium-sized enterprises to enjoy preferential tax treatment, and implement measures such as deferring, reducing or exempting enterprise income tax and value-added tax for qualified small and micro enterprises according to law, so as to simplify tax collection and management procedures. Chapter III Financing Promotion Article 15 Local people's governments at or above the county level and their relevant departments shall establish a credit incentive mechanism for small and medium-sized enterprises, and use measures such as risk compensation, reward, credit enhancement and interest discount to guide financial institutions and local financial organizations to increase credit support for small and medium-sized enterprises, innovate and develop financial products and services that meet the characteristics of small and medium-sized enterprises, improve the convenience for small and medium-sized enterprises to obtain credit, and create a good financing environment for their development.
The local people's governments at or above the county level and their relevant departments shall rely on the public credit information service platform, comprehensive financial service platform and enterprise credit information service platform to provide financing matchmaking, credit information and credit services for small and medium-sized enterprises.
Local people's governments at or above the county level are encouraged to set up SME credit risk compensation funds, SME intellectual property pledge financing risk compensation funds, small and micro enterprise lending service funds and small and micro enterprise lending service companies.
