Except those who do not invite bids after examination and approval.
In any of the following circumstances, with the approval of the project examination and approval department, the tender may not be invited:
(a) involving national security, state secrets, emergency rescue and disaster relief, not suitable for bidding;
(two) the use of poverty alleviation funds to implement work-for-work relief requires the use of migrant workers, which is not suitable for bidding;
(three) the use of specific patents or proprietary technology, or special requirements for architectural art and modeling can not meet the requirements of the quorum of bidders.
If the enterprise invests in holding or leading the construction project, and the enterprise has the ability to produce the goods that meet the requirements of the project by itself, or has the qualification grade of survey, design and construction that is suitable for the project, the corresponding matters may not be subject to tender.
Where laws and regulations provide otherwise, such provisions shall prevail.
