The National Fund for Major Water Conservancy Projects is a government fund established by the state to support the construction of the South-to-North Water Diversion Project, solve the follow-up problems of the Three Gorges Project and strengthen the construction of major water conservancy projects in the central and western regions.

The Commissioner's Office shall complete the final settlement of major water conservancy funds payable by relevant enterprises before the end of March of the following year according to the actual annual sales electricity (spontaneous self-use electricity) of provincial power grid enterprises, self-owned power plant enterprises and local independent power grid enterprises. When the Commissioner's Office makes settlement and payment, it will review the electricity consumption of power users who have not paid the electricity fee and the power grid enterprises who have written off bad debts, and after confirmation, it will not be included in the actual sales electricity of relevant enterprises throughout the year. 16 the specific measures for the collection and management of major water conservancy funds in the province shall be formulated by the local provincial financial department.

Eleventh enterprises with their own power plants and local independent power grid enterprises should accurately measure the spontaneous self-use electricity and sales electricity. If it cannot be accurately measured, the Commissioner's Office and the provincial financial department shall, according to their maximum power generation (sales) capacity, verify the spontaneous self-use electricity and sales electricity, and determine the amount of major water conservancy funds.
