Article 1 In order to stabilize the market, arrange people's life, maintain the basic stability of the prices of major non-staple foods, enhance the government's ability to regulate the market, and curb the sharp rise and fall of prices, according to the Opinions of Jilin Provincial Party Committee and Provincial People's Government on Several Issues Concerning Accelerating the Construction of the Socialist Market Economic System (Ji Fa [1992] No.23) and the Opinions of the General Office of Jilin Provincial People's Government on Establishing a Non-staple Food Price Adjustment Fund, article 2 is collected for non-staple food price adjustment.

(a) national, provincial and municipal enterprises and institutions.

(2) District, street and township enterprises.

(3) Wholly foreign-owned enterprises, Sino-foreign joint ventures and Sino-foreign cooperative enterprises.

(6) The catering, service, tourism, business, culture and entertainment industries charge 0.3% of their operating income, of which hotels, guest houses and hotels charge 50 points per bed per day according to the actual beds, which are indicated in the room bill and charged directly to passengers. Article 4 The non-staple food price adjustment fund shall be drawn from the costs and expenses. Article 6 Under any of the following circumstances, the non-staple food price adjustment fund shall be exempted:

(3) Social welfare enterprises run by civil affairs departments.

(4) School-run enterprises.

(five) medical and health units and their affiliated enterprises.

(6) Museums, cultural centers (stations), gymnasiums (fields) and exhibition halls.

(7) Brewing enterprises (excluding wineries), bean products processing enterprises and feed processing enterprises. Thirteenth the Interim Provisions shall be implemented in the urban areas of our city. Counties (cities) can refer to the implementation from the local reality. Fourteenth the Interim Provisions shall come into force as of January 1st, 1994.
