Article 42 of the "Guiding Rules for Owners' Congress and Owners' Committee" issued by the Ministry of Housing and Urban-Rural Development of China stipulates that the working expenses of owners' congress and owners' committee shall be borne by all owners. Working expenses can be shared by the owners or collected from some operating income of the property.

The income and expenditure of working funds shall be published regularly in the property management area and subject to the supervision of the owners. The specific measures for raising, managing and using working funds shall be decided by the owners' meeting.

The funds for the establishment of the owners' committee or the funds for the activities of the owners' committee shall be decided by the owners' assembly, shared by all owners or charged to the public revenue in the property management area, but the income and expenditure of the working funds of the owners' assembly and the owners' committee shall be published regularly in the property management area and subject to the supervision of the owners.

Legal basis: Article 76 of People's Republic of China (PRC) Property Law, and the following matters shall be decided by the owner:

(a) to formulate and amend the rules of procedure of the owners' congress; ?

(two) to formulate and modify the management regulations of buildings and their ancillary facilities; ?

(three) to elect the owners' committee or replace the members of the owners' committee; ?

(four) the selection and dismissal of property services companies or other management personnel; ?

(five) to raise and use funds for the maintenance of buildings and their ancillary facilities;

(six) the renovation of buildings and their ancillary facilities;

(seven) other major matters related to the management of * * * and * * *. Decisions on matters specified in items 5 and 6 of the preceding paragraph shall be subject to the consent of the owners whose exclusive parts account for more than two-thirds of the total building area and more than two-thirds of the total number of people.
