Article 2 Major projects should aim at national goals, grasp the forefront of world science, focus on major scientific issues with strategic significance according to the needs of national economic, social and scientific and technological development, organize interdisciplinary research and multidisciplinary comprehensive research, and further enhance the original innovation ability. Major projects are mainly funded:
(1) Frontier basic research that is of strategic significance in scientific development, China has advantages and is expected to make a major breakthrough, reaching or approaching the international advanced level;
(two) major scientific problems that need to be solved urgently in the development of national economy, and basic research that has important influence on the development of high-tech industries or has great application prospects;
(three) the important basic research around the national strategic goal of sustainable development or provide the basis for the national macro-decision, and the basic work of scientific data accumulation with extensive and far-reaching influence;
(four) the major scientific issues condensed by many years of basic and key projects need to be strengthened and a major breakthrough is expected.
Article 3 An application for a major project must meet the following conditions:
(1) Having clear research objectives, innovative academic ideas, reasonable and feasible research plans, solid research foundation and good research conditions, and promising research prospects in the near future;
(2) Aiming at a comprehensive scientific problem, closely surrounding the overall goal of the project, it consists of mutually coordinated and organically related topics. The subject setting should not be too wide, and there should not be too many participating units and personnel;
(3) Having academic leaders and corresponding research echelons with high academic attainments and strong organizational ability, and setting up a national research team is conducive to promoting talent cultivation and the growth of young and middle-aged academic leaders.
Article 4 The research period of major projects is four to five years. The National Natural Science Foundation of China encourages joint research among institutions of higher learning, research institutions and industrial departments, and actively strives to jointly fund major projects with relevant ministries, local governments and enterprises.
Article 5 The organization of major projects shall be guided by the national basic research development program and medium-and long-term planning, pay attention to the coordination and connection with other national science and technology plans such as the national key basic research development planning projects, and attach importance to giving play to the role of important research bases such as the National Science Center, the National Engineering Center, major scientific projects and the State Key Laboratory.
