There are four kinds of officials in the Great Song Dynasty, which are described in:

The third kind of officials, such as Cai Jiu and Gao Lian, occupy important positions. Most of them are incompetent and immoral. The only thing they can do is flatter the constitution, oppress and blackmail the people and their subordinates. They caused boiling resentment, and they created all kinds of hatred against the dynasty. However, because most of them are "well versed in scarlet" and have strong supporters in court, as long as they play corruption skillfully, most of them will not be punished or even rise to the top.
The fourth kind of official is Huang Wenbing. They study hard at the cold window, have profound knowledge and outstanding ability. In order to find the way to promotion in the officialdom, on the one hand, they worked for the imperial court, but at the same time, they sacrificed their self-esteem, distorted their personality and polluted the true face of officialdom.
