Article 1 In order to explore and solve the problem of long-term care and difficulty in caring for the elderly in large and medium-sized cities in my country, and to strengthen the standardized management of the loving care project pilot units implemented by the China Aging Development Foundation across the country, in accordance with the National "Eleventh Five-Year Plan" Outline Regarding the spirit of the requirements for "Implementing the Loving Care Project", according to the "Opinions on Accelerating the Development of the Service Industry for the Elderly" forwarded by the General Office of the State Council of the ten departments (Guobanfa [2006] No. 6) and the relevant regulations of the national civil affairs, health, construction and other departments Policies stipulate and formulate this procedure.
Article 2 The loving care project is a public welfare undertaking for the elderly that raises social funds to build loving nursing homes.
Its purpose is: to help children all over the world fulfill their filial piety, solve the problems of parents in the world, and share the worries of the party and the government.
Article 3 The specific approach of the loving care project is to implement five "unifications": (1) Unify the name.
The units approved to participate in the pilot are collectively referred to as "National Love Nursing Project Pilot Unit ×× Love Nursing Home".
Among them, the loving care home can be named with the name of the region, the name of the donating unit or the name of the donor.
(2) Unified identification.
In order to ensure the quality and credibility of the pilot work and reflect the purpose of the loving care project, the pilot units must hang a logo designed specifically for the implementation of the loving care project.
The logo is issued by the China Aging Development Foundation.
(3) Unified concept.
Life and death are both organic parts of the human life process and follow irresistible natural laws.
Scientifically understanding and treating human aging and death is an important part of the implementation of the "Love Nursing Project".
Through careful palliative care (including psychological treatment), nursing and life care, we can convey the care of the state, society and family to the elderly, minimize the pain of the elderly who are unable to take care of themselves and those who are dying, and allow the elderly to die peacefully and with dignity.
Ending the last life embodies the spirit of socialist humanitarianism, which is the lofty concept of the loving care project.
(4) Unified functional facilities.
In principle, the infrastructure construction of the pilot unit should meet the corresponding national standards; at the same time, it should also learn from advanced overseas experience to build the unit into a first-class local and domestically advanced model nursing home with typical demonstration functions.
In terms of medical care, it must meet the relevant regulations of national first-level hospitals, see Appendix 1 [Ministry of Health's "Basic Standards for Medical Institutions (Trial)" Weiyifa (1994) No. 30]; in terms of daily care, it must meet the requirements of the Ministry of Civil Affairs.

In the following work procedures, we have put forward specific requirements for the basic functions and facilities that nursing homes must have in response to the special requirements for carrying out hospice care services.
(5) Unify service specifications.
As a noble public welfare undertaking, the caring nursing project requires practitioners to have high moral standards, as well as professional nursing knowledge and skilled service skills.
In addition to implementing the general standards set by the state for medical and elderly care institutions, the work regulations also put forward specific requirements for relevant content based on the special circumstances of providing end-of-life care services to the elderly.
Article 4 The operating mechanism of the loving care project is to mobilize the enthusiasm of all aspects and achieve broad participation from society.
In particular, we advocate an investment operation model that is established by social forces with the support of the government, operates independently, and is responsible for its own profits and losses.
Article 5 The goal of the loving care project is to build a number of caring nursing homes in more than 300 large and medium-sized cities in three to five years as the infrastructure of the loving care project.
To this end, the China Aging Development Foundation is focusing on the construction of pilot projects and the construction of loving care funds.
Article 6 The initiating and organizing unit of the loving care project is the China Aging Development Foundation.
The foundation has a "Love Nursing Project Working Committee", which is responsible for the management of the pilot project.
Article 7 Pilot units must meet the following application conditions: (1) Elderly welfare service institutions of various ownerships approved by civil affairs departments at all levels; (2) Have a medical institution practice license issued by the health administration department and approved by the social security department
Qualifications for designated medical insurance; (3) Public welfare institutions that are willing to abide by the purpose of the loving care project and the five "unified" requirements and voluntarily participate in the pilot work.
Article 8 Recognition procedures for pilot units (1) Units that apply can be reviewed by local people's governments or civil affairs and aging departments and recommended to the China Aging Development Foundation, the initiator of the loving care project, and those that meet the pilot requirements after research
, absorbed into the “National Love Nursing Project Pilot Unit”.
(2) The applying unit (individual) can also apply directly to the initiating unit. After research and approval and a cooperation agreement signed by both parties, it will become a pilot unit directly under the China Aging Development Foundation.
