After sailing on the river for 5 hours and 70 kilometers, they went deep into the Heilongjiang River on the edge of Khabarovsk, the largest city in the Russian Far East. Goal: Free Trade Zone
At 6 o'clock, the passenger ship "Great Wall 170 1" slowly left Fuyuan Port and sailed eastward at a speed of 15 km/h.
At 6: 20, Fuyuan Delta appeared in people's field of vision. From a distance, the island is surrounded by rivers, which are lush: the original vegetation is swaying with the wind, and leisurely waterfowl are freely passing on the water.
Around 7: 15, the cell phone signal was interrupted, and only the cell phone with international long-distance service was unblocked.
At 0730 hours, Russian patrol gunboats and cargo ships passed the Great Wall 170 1. What appeared in front of us was a high-voltage line from Jiangbei, Russia to Heixiazi Island.
Pointing to the high-voltage line, Professor Ju Guoyu, deputy director of the Academic Committee of the Ministry of Social Sciences of Peking University, said that Heixiazi Island, which belongs to China, is in a primitive ecology with low terrain, criss-crossing rivers, large wetland area, overgrown with weeds and trees, and is not suitable for large-scale development.
He believes that geographically, it is neither suitable for the development of agriculture nor for the development of industry. But jump out, Heixiazi Island is located in the center of Northeast Asia (China, Russia, Japan, North Korea, South Korea and Mongolia) economic zone, which is the closest place to the Russian Far East and Japan in a straight line, and also the nearest fulcrum to the North American continent. From this point of view, under the premise of maintaining ecology, China and Russia will make joint efforts to build a free trade zone with internal and external integration, which will provide new opportunities for expanding Sino-Russian economic, trade and scientific and technological cooperation.
Professor Luo Guoyu is not the only one who holds this view. Ding Xiaoping, deputy director of the State Council Enterprise Consulting Center, also believes that Heixiazi Island has unique advantages in building a free trade zone. One island and two countries, with big rivers as barriers, security has become the premise for the two countries to develop and utilize islands. This advantage is unique to Heixiazi Island.
But there are different voices on board: the existing ecological environment should be maintained and islands should not be developed.
In this regard, Professor Huang Guitian, vice president of Peking University University of Economics, believes that there are many atypical wetlands like this for Jiamusi and even Heilongjiang, which are economically underdeveloped. However, a place with a unique geographical position like Heixiazi Island is unique. It's really a pity to abandon it.
Professor Li Shaorong, an expert specializing in environment and development in Peking University, believes that the development of Heixiazi Island can build fewer landmark buildings on the island and develop a large number of buildings outside the island, so it will not bring about the destruction of ecological balance.
New model: resources become the protagonist
At 8 o'clock, the ship is getting closer and closer to Khabarovsk, the largest city in the Russian Far East. Looking at Khabarovsk, the outline is clear and quiet, and the sky above the city is blue. Although there are many chimneys, there is no smoke that pollutes the air.
At 8: 20, with the eastward travel of "Great Wall 170 1", the symbols and splendid churches of Baja City became clear. Fuyuan Delta is only about1500m away from Khabarovsk, and the Great Wall 170 1 is in the middle of the river, only 3500m away from Khabarovsk.
Professor Huang looked at the island and said that the revitalization of the old industrial base in Northeast China and Dalian Port in Liaoning have unique development advantages. Look here, isn't it also a natural trading port? Sino-Russian economic and trade strategic cooperation and the upgrading of mutual trade can no longer meet the needs of economic development. The development of Heixiazi Island needs a high starting point and great efforts. Ideally, the two countries should cooperate to build a free trade zone.
Professor Ju went on to say that there is no Dalian Port in Heilongjiang, but there is Heixiazi Island. Turning it into a free trade zone will inevitably attract a large number of people, logistics, information and capital flows.
At this time, some people have doubts: Shenzhen and Hong Kong are relative, and Heixiazi Island is relative to Baja, so the economic development is far from each other. Free trade zones should be built in developed coastal areas, why should they be built on a desert island?
In this regard, Huang Guitian believes that the construction of free trade zone in Heixiazi Island is different from that in Shenzhen. The rapid development of China's economy needs a lot of energy. Russia's Far East is rich in oil, timber, iron ore and other resources, which are not available in coastal areas. For Russia, the demand for light industrial products, daily necessities, agricultural and sideline products, and the demand for resources development power all provide the possibility for the establishment of a free trade zone platform. From bilateral trade between China and Russia to multilateral free trade with countries such as Japan and South Korea.
It may be easier to build a free trade zone in developed areas in terms of capital and trade. The establishment of a free trade zone in Heixiazi Island can not only give play to its geographical advantages, but also promote the rapid economic rise of surrounding areas, which is extremely important for the leap-forward development of economically underdeveloped areas. So the significance of building here is far greater than that of building in developed areas.
At 8: 30, "Great Wall 170 1" entered the Wusuli River. Before and after the voyage, the ship will pass through the confluence of Heilongjiang and Wusuli rivers and return to Fuyuan.
At 9: 52, the ship passed a pontoon bridge. This bridge connects Baja and Heixiazi Island, and also connects the Russian Far East continent.
Through the pontoon bridge, we were told that China Fuyuan Waterway was coming. When we set out, we walked in Heilongjiang; When I came back, I was traveling on the Wusuli River.
Big hand: creating financing space
It has been going on for 4 hours around Heixiazi Island. Professor He Xiaofeng, director of the Finance Department of Peking University University of Economics, was very emotional: This island is like two faces sticking together. A Chinese face and a Russian face. China and Russia stick these two faces together, symbolizing peace and friendship between the two countries. Entrepreneurs of the two countries expect it to become an economic link between the two countries, an economic stage and a wonderful story here.
Ping Liu, chairman of Xibo Group, said that free trade zones can enjoy many flexible and preferential policies. Companies registered on the island, products processed in China are labeled and packaged in Russia, which becomes Russian local products, and there is no dumping problem when they are sold to Europe.
Professor He also said that many offshore companies have registered in many free trade zones such as Bermuda. Although many company bosses don't know where to register, it has not delayed the company from enjoying the free trade zone policy at all.
The development and construction of Fuyuan Delta needs huge funds. Where does the money come from?
Earlier, Dr. Tian Yuan, Chairman of China International Futures Co., Ltd., said in the keynote speech of "China Entrepreneur Forum-Jiamusi Summit" on "Internationalization of Russian Enterprises and New Opportunities for Sino-Russian Cooperation" that the free trade zone is an experimental field, and the financing method can be one step ahead. In other words, if we want to break the traditional mode of attracting investment, take unconventional measures and create financing space with great fanfare, funds and projects will automatically gather.
Professor He further explained that Shenzhen Development Bank was established in the early stage of Shenzhen's development. Perhaps here, we can consider setting up a Heilongjiang Development Bank or an East Pole Development Bank or a Sino-Russian Bank. It is registered on the island, but banks can be distributed all over the country. Don't we already have Swiss Industrial Fund and Belgian Industrial Fund? If a Sino-Russian industrial fund can be set up to attract funds from two countries and many countries through listing financing, the money for infrastructure development and construction in Heixiazi Island will be saved.
