Medical insurance bureau's functions:

1. Draft laws, policies, plans and standards for medical security systems such as medical insurance, maternity insurance and medical assistance, formulate departmental rules and organize their implementation;

2. Organize the formulation and implementation of measures for the supervision and management of medical insurance funds, establish and improve the safety prevention and control mechanism of medical insurance funds, and promote the reform of payment methods of medical insurance funds;

3, organize the formulation of medical insurance financing and treatment policies, improve the dynamic adjustment and regional adjustment and balance mechanism, co-ordinate urban and rural medical insurance treatment standards, establish and improve the treatment adjustment mechanism that is compatible with the level of financing. Organize the formulation and implementation of long-term care insurance system reform plan;

4. Organize the formulation of unified medical insurance catalogues and payment standards for drugs, medical consumables, medical service items and medical service facilities in urban and rural areas, establish a dynamic adjustment mechanism, formulate negotiation rules for access to medical insurance catalogues and organize their implementation;

5. Organize the formulation of policies such as the price of drugs, medical consumables and charges for medical service facilities, establish a mechanism for reasonably determining and dynamically adjusting the price of medical services paid by medical insurance, promote the establishment of a market-led social medical service price formation mechanism, and establish a price information monitoring and information release system;

6. Formulate the bidding and purchasing policies for drugs and medical consumables and supervise their implementation, and guide the construction of bidding and purchasing platforms for drugs and medical consumables;

7. Formulate agreements and payment management measures for designated medical institutions and organize their implementation, establish and improve the credit evaluation system and information disclosure system of medical insurance, supervise and manage medical service behaviors and medical expenses included in medical insurance, and investigate and deal with illegal acts in the field of medical insurance according to law;

8, responsible for medical security management, public service system and information construction. Organize the formulation and improvement of policies on medical treatment management and expense settlement in different places. Establish and improve the transfer and connection system of medical security relations. Carry out international cooperation and exchanges in the field of medical security.

Legal basis: Article 6 of the Regulations on the Administration of Medical Institutions.

The health administrative department of the local people's government at or above the county level shall, according to the population, medical resources, medical needs and the distribution of existing medical institutions in this administrative region, formulate the planning for the establishment of medical institutions in this administrative region.

Organs, enterprises and institutions can set up medical institutions according to their needs and incorporate them into the planning of local medical institutions.
