Article 3: The relief fund implements unified policies, local collection, hierarchical management, and division of labor.
The Ministry of Finance, together with relevant departments, formulates relevant policies on relief funds, and provides guidance and supervision on the collection, use and management of relief funds in various provinces, autonomous regions, and municipalities (hereinafter referred to as provincial levels).
Provincial people's governments should establish relief funds.
The competent authorities of relief funds and the management levels of relief funds below the provincial level shall be determined by the provincial people's government.
Article 4: Local financial departments are responsible for guiding and supervising the collection, use and management of relief funds at the same level.
Local insurance regulatory agencies are responsible for supervising and inspecting whether insurance companies pay rescue funds in full and in a timely manner to the rescue fund management agency in accordance with regulations.
The traffic management department of the local public security organ is responsible for notifying the rescue fund management agency to advance the rescue expenses for victims of road traffic accidents.
Local agricultural mechanization authorities are responsible for assisting relief fund management agencies in recovering compensation from those responsible for road traffic accidents involving agricultural machinery.
Local health authorities are responsible for supervising medical institutions to promptly rescue victims of road traffic accidents in accordance with the "Clinical Diagnosis and Treatment Guidelines for Injured Persons in Road Traffic Accidents" and to apply for rescue funds to advance rescue expenses in accordance with the law.
Article 5: The competent department of relief funds shall determine the relief fund management agency in accordance with the law, and shall supervise and inspect the raising, use and management of relief funds by the relief fund management agency.
Chapter 2 Relief Fund Raising Article 6 The sources of the relief fund include: (1) Funds withdrawn according to a certain proportion of the premiums of compulsory motor vehicle traffic accident liability insurance (hereinafter referred to as compulsory traffic insurance); (2) Local governments operate according to insurance companies

Article 7 Before March 1 of each year, the Ministry of Finance, together with the China Insurance Regulatory Commission (hereinafter referred to as the China Insurance Regulatory Commission), shall determine the amount of relief to be withdrawn from the compulsory traffic insurance premium income in that year based on the income and expenditure of the relief fund in the previous year and in accordance with the principle of balancing revenue and expenditure.
