First, the origin of scholarship programs
China and Russia have established a long-term strategic partnership. The two governments decided to hold the Year of the Country, the Year of Russia in China in 2006 and the Year of China in Russia in 2007. The activities of the year of friendship between the two countries will greatly promote the all-round and multi-level cooperation between China and Russia in the fields of politics, economy, science and technology, culture, education and military affairs. The two governments have also taken active measures in personnel training and exchange.
As early as the beginning of this century, the Russian government decided to subsidize 1000 outstanding international students from all over the world to study in Russian institutions of higher learning every year, which were directly admitted by the Russian Ministry of Education and allocated to relevant institutions of higher learning according to the number of places. The tuition fees were subsidized in the form of scholarships, and part of the living expenses were paid every month, and the institutions exempted these international students from accommodation fees.
Through the cooperation with Russian educational development research institutions, China Overseas Students Development Foundation has obtained the qualification to select and recommend outstanding foreign students from China at public expense to the Russian Ministry of Education, and undertakes the whole service work such as consultation and guidance, training and testing, selection and recommendation, application for admission examination and approval, visa procedures, pre-departure training, airport pick-up at Russian universities, public scholarship procedures, supervision and assistance.
Second, the advantages of the project
1. The schools, majors and courses attended by scholarship students are universities, colleges and other institutions of higher learning determined by the Russian Ministry of Education. These institutions are state-owned, with a long history, strong teachers, high education quality and high employment rate after graduation;
2. The Russian Ministry of Education, as an "expert reserve talent", tracks and manages scholarship students. Students can enter the "Russian expert reserve talent information database" and not only be employed as experts after graduation, but also enjoy certain expert treatment in social activities and life during their study;
3. Scholarship students are admitted to schools designated by the Russian Ministry of Education, and tuition and accommodation fees are free during their study. As long as students study well, they can also receive a living allowance of at least 1 000 rubles from the Ministry of Education every month;
4. The management fee paid to the Russian Ministry of Education is at least 60% lower than the total tuition and accommodation fees of self-funded students for five years (one-year preparatory course and four-year undergraduate course for general majors), which is equivalent to less than 40%, and it is a five-year management fee, which can avoid paying more because of the annual increase of tuition and accommodation fees (the tuition and accommodation fees of Russian universities are 15%-20% every year).
5. Scholarship students who have achieved excellent comprehensive results for more than 2 years in a row can obtain the "Excellent China Students" certificate and scholarship issued by the China Overseas Students Development Foundation;
6. Students who have been selected and recommended by the China Overseas Students Talent Development Foundation to receive scholarships from the Russian Ministry of Education will issue letters of introduction to the Education Office of the Russian Embassy in the name of the European and American Alumni Association before going to Russia, and they can get help and care from the Embassy during their study abroad;
7. Scholarship students automatically become members of the Russian branch of the European and American Alumni Association. During their stay in Russia, they will give priority to participating in various activities organized by Russian students studying in China, get to know other members, exchange information and get help.
Third, the applicant's conditions
1, China high school graduate (with or without Russian foundation);
2. Excellent results in the high school graduation examination, and most subjects are A or B;
3. High school graduates who have won awards and have special skills and expertise;
4. Take part in the national college entrance examination, and the score will reach the undergraduate admission line first.
Four. Selection, recommendation and treatment methods

The China Foundation for the Development of Talents Studying Abroad conducts preliminary selection, informs the school to agree to recommend the list of students, and the students prepare documents and materials according to the List of Materials Submitted by Foreign Students for Russian Scholarships;
3. After collecting and sorting out the documents and materials of Russian scholarship applicants, recommend and register them to the Russian Ministry of Education;
4. After the Russian Ministry of Education approves the application of foreign students with Russian scholarships, the Russian Ministry of Education will send an admission notice and a dispatch letter to the universities under its jurisdiction in the form of official letters, and send an invitation letter to the students themselves to study in Russia;
5. With the guidance and help of the China Foundation for the Development of Talents Studying Abroad, students can apply for visas at the Russian Embassy in China (except seven provinces and cities), the Shenyang Consulate (Heilongjiang, Kyrgyzstan and Liaoning provinces) and the Shanghai Consulate (Shanghai, Jiangsu, Zhejiang and Anhui provinces and cities) with passports, invitation letters from the Russian Ministry of Education to study abroad and other documents (visa-free fee, which can be obtained within five working days);
Five, the applicant's choice of schools and courses.
1, each student can apply to the Ministry of Education to determine three different schools under its jurisdiction, and institutions that are not included can also apply for 1. After the Russian Ministry of Education and the universities that students applied for were comprehensively evaluated according to the volunteer order and graduation scores, the Russian Ministry of Education decided to admit 1 university;
2. In the first year of enrollment, all international students who have won scholarships attend preparatory courses in special universities designated by the Ministry of Education to learn Russian and related courses;
3. Scholarship students will take the preparatory examination in June of their second year of enrollment. After passing the exam, they will be promoted to the undergraduate course where they volunteer, and will be admitted to start formal university courses. If there are special circumstances, the school is responsible for explaining to the students and arranging them to attend the university nearby, and the students must obey the arrangement;
4. Scholarship students have achieved excellent results in every course and main course since they entered the university. They can always get scholarships from the Russian Ministry of Education, free accommodation and monthly living allowances from the Russian Ministry of Education.
5. If a student fails to pass the entrance examination during the study period (such as the final exam of preparatory course and the exam of major courses in grade one), the school and the Ministry of Education will require the student to drop out of school or change to a self-funded student to continue his studies, and the management fee paid will not be refunded.
Six, the start and end time of registration, admission time and place.
