Rural land reform has been carried out in various places in an orderly manner in recent years, but many rural people do not quite understand the intentions of various policies. Especially now that many places have begun to formulate homestead withdrawal policies, many people mistakenly believe that these policies are to drive farmers out of the countryside and will harm the interests of farmers.
In order to help everyone objectively understand the homestead exit policy, today we will systematically talk about why the country wants farmers to exit homesteads? What are the reasons behind it? Does the current policy have any adverse impact on farmers, etc. wait.
First of all, let’s focus on the key points. At present, all homestead exit policies are based on “voluntariness”
Some time ago we published an article about homestead exit compensation policies in various places. In fact, As mentioned at the beginning, the prerequisite for withdrawal of homestead is "voluntary". But it seems that many people have selectively ignored the various conspiracy theories in the comment area.
Everyone knows that the country is currently confirming land rights, including homestead rights. The purpose of confirming homestead rights is to clarify each farmer's property rights and interests in the homestead. After the real estate certificate is issued to the farmer, the farmer's rights and interests are legally determined.
The homestead withdrawal is only for those who have decided to leave the countryside and voluntarily withdraw from the homestead.
The reason why the country advocates the paid exit of homestead land
From a national strategic perspective, the purpose of advocating the paid exit of homestead land is to prevent idle homestead land from wasting land. Urbanization has left behind large areas of hollow villages and wasteland. While a large amount of resources have been wasted, the value of rural land has also been buried.
Therefore, for those who no longer need homestead land, they can withdraw from the homestead land for a fee. For individuals, they can get certain economic compensation, and for the country, the idle land can be re-optimized. But before opting out of a homestead, anyone must be cautious and think carefully before making a decision.
Will rural land have the same price and rights as urban land in the future?
Some people say that after letting farmers withdraw from their homesteads, the next step is to pool rural collective land. If used for industry or commerce, the value of these rural lands will double.
But in fact we are still far from this step. At present, the state only allows "rural collective commercial construction land" to enter the market. This concept does not include public welfare construction land and homesteads, nor does it include cultivated land other than construction land.
Moreover, the market transaction of rural collective commercial construction land must comply with planning and use control. There must also be steps to confirm the rights and land before the transaction, and market operations must be standardized and open. And it is not pushed out all at once, but piloted step by step.
Of course, according to the trend of urbanization, in the long run, the rural population will always become smaller and smaller, and more and more homestead land will naturally be vacated. In the end, those idle homesteads are likely to enter the market, just like the current rural collective commercial construction land enters the market. For example, many places have established land share cooperatives and collectively participate in the shares. In this way, after the land is sold, the funds obtained can benefit ***Enjoy.
In general, the reallocation of rural land in the future is a historical trend, but for farmers who currently rely on homesteads for survival, national policies will not conflict with the interests of farmers who need homesteads. After all, society must maintain stability, and reforms will only be rolled out slowly based on the trend of urbanization development.
